On February 25, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the Government Steering Committee for Science and Technology (S&T) Development, Innovation, Digital Transformation and Project 06, chaired the first meeting of the Steering Committee in 2026.
Prime Minister Pham Minh Chinh emphasized that the meeting is of great significance in effectively implementing key tasks and solutions in the spirit of General Secretary To Lam's direction as "breakthrough actions, spreading results".
According to the Prime Minister, the way of doing things must be more substantive, taking goals as orientations, taking products as measures; shifting from task thinking to result thinking, from "doing a lot" to "doing right, doing accurately", doing it thoroughly, doing it to the end; from having activities to having specific products, measurable and quantifiable, and having KPIs for evaluation.
According to the Prime Minister, we are starting a very important stage in the development of S&T in the spirit of the Resolution of the 14th Party Congress.
In particular, with the goal of double-digit economic growth, promoting rapid and sustainable growth, we must take S&T and innovation as a foundation, based on new pillars such as digital economy, green economy, circular economy, artificial intelligence, data, semiconductors, digital infrastructure and data centers.

According to the Prime Minister, in 2025, Resolution No. 57 of the Politburo was implemented drastically, synchronously, and effectively from the Central to the grassroots levels; was agreed upon and supported by people and businesses and achieved many outstanding results.
However, there are still many shortcomings, the gap between "completed tasks" and "substantial efficiency" (some tasks are completed but not yet effective); implementation in some places is still clumsy; many bottlenecks in human resources, digital infrastructure, data and network security have not been removed in time.
To ensure that the meeting truly creates clear changes in organization and implementation, the Prime Minister requested delegates to focus on discussing and clarifying a number of issues, first of all, the work of thoroughly grasping and concretizing the Resolution of the 14th Party Congress on breakthroughs in S&T development, innovation, and national digital transformation, and contents that need to be focused on.
Along with that, assessing whether S&T, innovation, and national digital transformation have truly become a driving force for growth; what breakthrough solutions to strongly promote the development of data economy, artificial intelligence, digital infrastructure, and digital human resources.
At the same time, identify key tasks and solutions for the whole year 2026, which are breakthroughs in S&T, innovation, and national digital transformation to contribute to completing the double-digit growth target and the set goals, targets, and tasks.
The Prime Minister requested to assess the overdue tasks set out from the previous meeting, clarify responsibilities with specific addresses; some ministries and sectors need to make more efforts in building data and connecting data; some localities are still weak in infrastructure and equipment; difficulties at the commune level, especially in information technology infrastructure; overcoming remaining wave and electricity congestion points.
