On February 26, Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired the 6th meeting of the Steering Committee.
According to the Government Electronic Information Portal, in his concluding speech, Prime Minister Pham Minh Chinh clearly stated that the disbursement of the credit program of 145,000 billion VND for social housing (NƠXH) has only reached 12.4% (about 18,000 billion VND), not meeting expectations.
Procedures related to confirming income conditions for low-income people in urban areas without labor contracts are still clumsy in implementation at the grassroots level. Some areas have phenomena of sudden real estate price increases that have not been controlled.
The Prime Minister clearly stated that in the coming time, the goal is to ensure that all people have equal, public, transparent, and income-appropriate access to housing; increase the supply of real estate and housing in all segments; reduce product costs; stabilize prices, combat negativity, and prevent corruption and speculation.
Along with that, implementing the 36-word motto: Right awareness - Breakthrough thinking - Suitable policies - Market control - Problem solving - Digitalization of procedures - Inclusive development - Harmonious benefits - People benefit.

Assigning specific tasks, the Prime Minister directed the Ministry of Construction to urgently complete the dossier for establishing a Real Estate and Land Use Rights Transaction Center established by the State, and submit it to competent authorities.
The Ministry of Public Security and the Ministry of National Defense proactively coordinate with localities to implement housing construction investment projects for the people's armed forces, ensuring the completion of targets assigned by the Prime Minister by 2030.
Directing the investigation and strict and timely handling of cases of negativity, illegal brokerage, fraud and appropriation of property, manipulation of social housing purchase dossiers, as well as related to the real estate market in general.
The Ministry of Industry and Trade urgently reviews to remove "apartment purchase and sale contracts" from the list of contracts that must be registered according to the model, and general transaction conditions from Circular No. 42/2025/TT-BCT, to be completed in the first quarter of 2026.
The State Bank of Vietnam promotes the disbursement of the credit package for social housing that has been approved, periodically sends disbursement data to the Ministry of Construction for summarization and reporting every month; promotes disbursement for young people under 35 years old.
Strictly control speculative real estate credit, focusing on the actual housing needs of the people; monitor and direct credit institutions to strictly control credit for the real estate sector.
The Ministry of Finance focuses on researching and promoting the issuance of real estate bonds, social housing bonds, and commercial housing bonds to ensure compliance with the law, ensuring safety and efficiency.
People's Committees of provinces and cities proactively allocate local budgets to carry out compensation and site clearance, create clean land funds to develop social housing and strictly implement regulations on allocating land funds for workers' dormitories in industrial parks and 20% of residential land funds in commercial housing projects and urban areas to invest in social housing development, 20% of land funds in social housing projects to develop commercial and service housing.
Requesting to continue to improve the policy on commercial housing and social housing, in which to study expanding the subjects to access social housing, the Prime Minister assigned the Ministry of Construction to take the lead in summarizing the development of social housing, which things are done well, which places are done well must be commended and rewarded; which things are slow must be reminded and criticized.
