Prime Minister directs to remove obstacles related to dragon fruit and pepper exports

Prime Minister Pham Minh Chinh has directed the handling of press reports on the export of dragon fruit and pepper products for rescue.

On July 25, the Government Office announced that it had just issued Document No. 6931/VPCP-NN conveying the opinion of Prime Minister Pham Minh Chinh on handling information mentioned in the dragon fruit and pepper export industry to call for help.

Previously, the press and public opinion were involved in the direction and management work, including content about the export of dragon fruit and pepper products.

According to the reflection, since the beginning of July, fruit and vegetable exports to the European Union (EU) have encountered major obstacles when many shipments such as dragon fruit, chili, and Okra have been stuck due to lack of EU-standard documents.

For more than 20 days, in the old Binh Thuan, the prolonged congestion has caused hundreds of tons of dragon fruit filled in the cold storage to be damaged and odorful because they cannot be exported. The reason is that no State agency signs a food safety certificate for exported plants.

Thanh Long Binh Thuan Association has sent a written petition to Lam Dong Provincial People's Committee with the hope that the authorities will quickly remove difficulties for the industry. This situation, if prolonged, will make businesses not dare to buy, farmers worry that production will not be able to consume.

Meanwhile, importing markets such as the EU, which are consuming high-quality dragon fruit at good prices, have warned that they will switch to other suppliers if Vietnam does not meet the delivery schedule.

Not only dragon fruit, the pepper industry also sounded the alarm. According to the Vietnam Pepper and Spices Association, the amount of spices waiting for licensing alone has reached about 250 tons, worth about 2.4 million USD. If it is delayed any longer, the financial consequences will be very serious.

Regarding this, Prime Minister Pham Minh Chinh gave the following instructions:

The Minister of Agriculture and Environment and the Chairman of Lam Dong Provincial People's Committee directed specialized agencies and units to immediately resolve the export of dragon fruit and pepper to the European Union.

The Ministry of Agriculture and Environment urgently issued and fully guided regulations on documents and procedures for granting certificates for exported agricultural products (especially dragon fruit and pepper) in accordance with the requirements of the import market, especially the EU.

Timely research and propose solutions to remove difficulties and obstacles for businesses and localities when implementing agricultural export procedures.

Proactively coordinate with relevant ministries, agencies and localities to ensure that agricultural products are eligible for export in a timely manner, without causing backlogs, waste, disruption of supply chains and affecting the reputation of international partners.

Chairmen of People's Committees of provinces and centrally run cities immediately deploy the assigned tasks in Circular No. 12/2025/TT-BNNMT dated June 19, 2025 of the Ministry of Agriculture and Environment.
