Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 49/CD-TTg dated April 23, 2025 on the drastic, synchronous and effective implementation of solutions to ensure power supply during the peak period in 2025 and the coming time.
The electricity load is forecast to grow by 12.2% (up 10.1% in 2024 compared to 2023) for the whole year in 2025, with a maximum capacity of 54,510 MW nationwide (up 11.3% compared to 2024 of 48,950MW).
Therefore, in order to promptly meet electricity demand during the peak months of 2025 (May, June, July) and in the coming time, ensuring that there is no shortage of electricity in any case, the Prime Minister requested:
The Minister of Industry and Trade urgently organizes the implementation of the adjusted Power Plan VIII, promptly issues the Plan to implement the adjusted Power Plan VIII, to implement the goals and tasks set out in the plan, to be completed before May 10, 2025.
With full responsibility before the Government and the Prime Minister in ensuring adequate electricity supply for production and business activities and people's lives.
The Minister of Industry and Trade directs to strengthen inspection, supervision of operations and urge the implementation of power source projects, best prepare to serve power generation during peak months such as:
For hydropower plants: Ensure maximum water storage according to the inter-reservoir operation process, in accordance with hydrometeorological forecast conditions to ensure maximum reserves and power generation capacity during peak months.
For coal-fired thermal power plants: Proactively source coal fuel to provide enough for operation; proactively maintain machinery, replace materials and equipment to ensure best operation, maximum capacity, and minimize incidents during peak periods.
For thermal power plants: Proactively source, ensure adequate gas supply for plant operation.
For wind power and solar power plants: increase the ability to exploit, store and store electricity to improve efficiency and power supply capacity.
Regarding power source projects: Focus on directing the acceleration of the implementation of important national projects and projects, key projects in the energy sector included in the planning, in which, Nhon Trach 3 Thermal Power Plant (NMND) is urgently put into operation in June 2025, Nhon Trach 4 NMND is put into operation in August 2025.
Gridging the No. 1 Lieutenant Group of the Quang Trach 1 Agricultural and Rural Development Project before September 2; putting the No. 1 Lieutenant Group of the Hoa Binh Hydropower Plant project into operation in August 2025, and the No. 2 Lieutenant Group into operation in October 2025.
Regarding power transmission projects: Focus on ensuring the progress of transmission projects, implementing urgent solutions for power transmission and purchasing from abroad, such as the Lao Cai - Vinh Yen 500kV Power Line project, the Hai Phong - Thai Binh, Than Uyen - Lao Cai 500kV power line projects must be completed before September 2, 2025.
