On April 16, the Government Office said that it had just issued Notice No. 181/TB-VPCP concluded by the Party Central Committee Member, Deputy Prime Minister Bui Thanh Son at the fourth meeting of the State Steering Committee of programs, works, important national projects and key energy industry.
In the notice, the Deputy Prime Minister requested ministries, branches and localities to focus on solving difficulties and speeding up the progress of key energy projects to ensure energy security and economic and social development of the country.
The Ministry of Industry and Trade reviews and urgently issues the lack of electricity generation prices as prescribed, appropriate and efficient for all types of power sources, so that investors have a basis for calculating and developing investment plans.
Regarding the project of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plant, Deputy Prime Minister requested Dong Nai People's Committee to direct the People's Committee of the districts to urgently complete the procedures, accelerate the compensation for site clearance for synchronous grid projects, relieve capacity of thermal power plants.
Handing over the entire ground to the investor in April 2025 to implement the construction, ensuring the ability to clear the capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plant when operating trade.
Regarding the annual electricity output of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plant, the Ministry of Industry and Trade directed the Vietnam Electricity Group and the National Energy Group of Vietnam to continue coordinating negotiations, unity and guarantee to bring Nhon Trach 3 Thermal Power Plant into operation in July 2025, Nhon Trach 4 Thermal Power Plant into operation in October 2025.
Regarding Quang Trach 1 and Quang Trach 2 Thermal Power Plant projects, the Deputy Prime Minister assigned the People's Committee of Quang Binh Province to direct the People's Committee of Quang Trach District and the relevant departments and branches to urgently handle the difficulties and obstacles in compensation and site clearance.
Soon hand over the entire ground to the investor and contractors/construction units to implement the construction, ensuring the No. 1 nest grid on September 2, 2025 in accordance with the Prime Minister's direction.
Regarding the expanded Hoa Binh Hydroelectric Plant Project, ministries: Agriculture and Environment, Industry and Trade and Vietnam Electricity Group directed units to mobilize human resources and construction equipment to meet the progress of completing and dismantling of the crank dike, ensuring absolute safety on the construction site, safe for the existing factory and minimizing the impact on downstream.
Ensuring the stable and safe power supply for the electricity system, not to lack electricity in any situation, putting the project's No. 1 unit in operation in September 2025, the 2nd unit operated in December 2025.
Regarding the Project of Tri An Hydroelectric Plant expanded, ensuring the construction progress in the second quarter/2025; Ensuring the completion of the construction of the abutments and bridges of the Hieu Liem Bridge item before the flood season in 2025. Striving to complete the project earlier from 3 to 6 months.
For projects expected to be completed and operated in 2026-2030, including projects under construction (Quang Trach I, Long Phu I, Hiep Phuoc phase 1 ...), accelerate the project progress, commit to specific operation time, strive to complete, put into operation from 1-2 years earlier than the plan.
