On April 8, under the chairmanship of Politburo Member, National Assembly Chairman Tran Thanh Man, the First Session of the 16th National Assembly entered its third working day with many important contents.
At the session, the National Assembly listened to Vice President Vo Thi Anh Xuan present the State President's report on the list of proposals for the National Assembly to approve the Vice Chairman and members of the National Defense and Security Council; then, the National Assembly voted; listened to the Voting Committee report on the vote counting results.
The National Assembly also listened to Member of the National Assembly Standing Committee Le Quang Manh present the draft Resolution of the National Assembly approving the President's proposal on the list of Vice Chairmen and members of the National Defense and Security Council. After that, the National Assembly voted to pass the above Resolution by electronic voting system.
With 480/480 delegates participating in the vote in favor (equal to 100% of National Assembly delegates present and equal to 96% of the total number of National Assembly delegates), the National Assembly passed the Resolution approving the President's proposal on the list of Vice Presidents and members of the National Defense and Security Council.
Accordingly, Politburo Member, Prime Minister Le Minh Hung is the Vice Chairman of the National Defense and Security Council. The members of the National Defense and Security Council include: Politburo Member, National Assembly Chairman Tran Thanh Man; Politburo Member, Deputy Prime Minister cum Minister of National Defense Phan Van Giang; Politburo Member, Minister of Public Security Luong Tam Quang; Politburo Member, Minister of Foreign Affairs Le Hoai Trung.
Currently, General Secretary and President To Lam is Chairman of the National Defense and Security Council.
According to the Constitution, the President is the commander of the people's armed forces, holding the position of Chairman of the National Defense and Security Council.
The National Defense and Security Council includes the Chairman, Vice Chairman and members. The list of members of the National Defense and Security Council is submitted by the President to the National Assembly for approval. The Council works under a collective regime and decides by majority vote.
The National Defense and Security Council submits to the National Assembly for decision on the state of war, in case the National Assembly cannot meet, it submits to the National Assembly Standing Committee for decision; mobilizes all forces and capabilities of the country to protect the Fatherland; performs special tasks and powers assigned by the National Assembly in case of war; decides on the participation of people's armed forces in activities contributing to protecting peace in the region and in the world.
The National Defense and Security Council includes: the President holding the position of Chairman of the Council; the Vice Chairman of the Council is the Prime Minister and the members of the Council.
