At the conference, the City National Assembly delegation reported on the results of the First Session, the delegation's activities at the session and the results of resolving previous voters' recommendations; as well as recorded opinions and recommendations under their authority.
Speaking at the conference, Politburo Member, Prime Minister Le Minh Hung emphasized that the First Session of the 16th National Assembly is of particular importance, not only opening a new term, but also through important tasks for the future development of the country and localities.
The Prime Minister affirmed that in the past time, entering a new era of development, the entire political system, from the Central to local levels, has been very proactive with a very high sense of responsibility, moving very quickly, even though there are still points that need more attention here and there.
In the first months of 2026, the world situation continued to develop rapidly, complicatedly, and unpredictably, directly and very quickly affecting Vietnam, posing very high requirements for leadership, management, and administration. The Central Party Committee, Politburo, Secretariat, and key leaders have led and directed closely, drastically, proactively, and promptly and effectively handled unexpected and emerging issues; decided on many major policies, clearly showing the comprehensive leadership role of the Party in all fields.
Prime Minister Le Minh Hung said that Conclusion 18 of the Central Government has clearly stated the tasks and specific responsibilities of all levels, sectors, agencies, and businesses, especially the heads, to achieve the double-digit growth target. In the coming time, the Government will identify more drastic actions, more innovative thinking, clearer focus, higher responsibility and better implementation efficiency in implementing the Party and State's guidelines and policies.
Accordingly, determined to maintain macroeconomic stability, control inflation, ensure major balances; effectively implement the Plan for socio-economic development, national finance and public debt borrowing and repayment, medium-term public investment 2026-2030 associated with double-digit growth; tighten financial discipline and order, resolutely cut unnecessary expenditures.
Functional agencies should accelerate the drafting and promulgation of detailed regulations and guidelines for the implementation of laws and resolutions passed by the National Assembly; accelerate the general review and improvement of institutions and laws, especially in the fields of investment and business, to promote double-digit growth; promote administrative reform and digital transformation; substantially reduce time and costs; be clear, transparent, and predictable.
Along with that, develop a synchronous and modern infrastructure system, focusing on implementing key and strategic projects, especially road, rail, waterway, air, seaport, and energy transport; focus on handling backlog projects; promote urbanization.
With the goal of transforming the growth model, promoting the restructuring of industries, fields, and new economic models, the Prime Minister said that the Government will drastically direct to accelerate and be more effective in implementing Resolution 57 - building databases, synchronous interconnection; core technology, strategic products directly linked to the economy and production of Vietnam on the basis of close links "State - enterprise - institute, school".
Another task is to continue building a streamlined, compact, strong, efficient, effective, and efficient apparatus; improve the quality of the contingent of cadres and civil servants, comprehensively strengthen grassroots cadres in accordance with the spirit of 2026 being "Year of work to improve the quality of grassroots cadres". In addition, manage and use resources effectively, protect the environment, proactively adapt to climate change; focus on improving environmental pollution, waste treatment. Focus on comprehensive and synchronous development of culture, education, health, society, ensuring social security, improving people's lives; care for policy beneficiaries; training high-quality human resources to meet development requirements... At the same time, focus on effectively implementing economic, trade, and investment commitments and agreements between Vietnam and other countries; prepare and organize well foreign affairs activities, strengthen international cooperation.
The Prime Minister clearly stated that Hai Phong city plays a strategic role and position for the country's development; continuously in the leading group in the country in terms of economic growth, making important contributions to the country's common achievements.
In the first quarter of 2026, despite negative external impacts, Hai Phong's socio-economy still achieved many positive results, especially the economy maintaining high growth momentum: GRDP increased by 11.21%, exports reached 12.1 billion USD; state budget revenue, public investment and investment attraction are bright spots; strategic infrastructure and planning are promoted, especially transport connecting seaports and airports; administrative reform, digital transformation, and building a digital data platform are promoted...
The Prime Minister emphasized that the requirement for Hai Phong is to drastically, synchronously, and effectively implement the guidelines and policies of the Party and State, the directions of General Secretary and President To Lam; must be a typical locality in the spirit of innovation, decisiveness in action, efficiency in organization and implementation; continue to develop stronger, faster, and more sustainably; affirm the role of an industrial center, seaport, logistics, and modern services; take the lead in administrative reform, science and technology development, innovation, digital transformation, and training of high-quality human resources...
