The National Assembly Standing Committee gives opinions on personnel work

The National Assembly Chairman said that at the 42nd Session, the National Assembly Standing Committee will give opinions on personnel work according to its authority.

This morning (February 5), Politburo member and National Assembly Chairman Tran Thanh Man delivered the opening speech at the 42nd session of the National Assembly Standing Committee.

The National Assembly Chairman said that in the context of restructuring the apparatus, many National Assembly and Government agencies are still working day and night, including holidays, to prepare content for the meeting.

This session mainly spends time giving opinions on draft laws and resolutions to serve the streamlining of the organizational apparatus.

On that basis, the meeting will consider and give opinions on the draft Law on Government Organization (amended); the draft Resolution of the National Assembly on the organizational structure of the Government for the 15th National Assembly term; the draft Resolution of the National Assembly on the structure of the number of Government members for the 15th National Assembly term; and the draft Law on Organization of Local Government (amended).

Regarding legislative work, this time we will also be determined to pass the draft Law on Promulgation of Legal Documents (amended); draft Resolutions of the National Assembly to resolve issues arising in legal provisions related to organizational arrangement; draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly;

Draft Resolutions on the organizational structure of the National Assembly's specialized agencies; Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended); Resolution of the Standing Committee of the National Assembly on the specific tasks, powers and organizational structure of the National Assembly's specialized agencies.

In addition, the National Assembly Standing Committee also considered and approved a number of resolutions to implement the Law on Organization of People's Courts in 2024; gave opinions on explaining, accepting and revising the draft Law on Teachers; and the draft Law on Chemicals (amended).

Notably, the National Assembly Standing Committee will give its opinion on personnel work submitted to the National Assembly under its authority at the 9th extraordinary session. As this is an extremely important issue, it is expected that there will be an additional session to give its opinion.

According to the National Assembly Chairman, at the recent key meeting, it was stated that it is necessary to develop specific policies to quickly implement the Ninh Thuan nuclear power project, remove difficulties with some current BOT toll stations, and the issue of track gauge of the Lao Cai - Hanoi - Hai Phong railway.

The National Assembly Chairman requested the Economic Committee to coordinate with agencies, ministries and branches so that when there is a conclusion from the competent authority, the Government's submission will be considered and approved as required.

To best prepare for the upcoming National Assembly session, the National Assembly Chairman requested members of the National Assembly Standing Committee and relevant ministries and branches to focus on carefully studying and contributing opinions on major issues and content of concerns in each draft law and draft resolution, and not to be distracted by rearranging the organization and personnel apparatus.

“I, along with some Vice Chairmen of the National Assembly and other units, have also worked with the agencies that are being merged by the National Assembly. In the spirit of implementing the Resolution, encouraging colleagues in terms of ideology, paying attention to resolving difficulties and obstacles; assigning staff to start work immediately after the arrangement; and resolving policies after the arrangement” – the Chairman of the National Assembly emphasized.

Following the direction of General Secretary To Lam, the National Assembly Chairman requested that units must work from the beginning of the new year. The arrangement of the apparatus must promptly resolve work, without any stagnation or congestion. "I request that the agencies of the National Assembly and the Government pay close attention," the National Assembly Chairman added.

The National Assembly Chairman said that the National Assembly will consider and approve the structure, organization, and number of members of the 15th Government, then approve or elect them. Once the positions are in place, the State's work will be arranged immediately.

There is exactly one week left until the opening day of the session, therefore, the National Assembly Chairman requested that National Assembly agencies closely coordinate with Government agencies to focus on thoroughly implementing the policy concluded by the Party Central Committee Conference and the Politburo's conclusion on innovation and improvement of the law-making process.

Urgently revise and complete submissions, reports, draft laws and resolutions immediately after receiving comments from the National Assembly Standing Committee, and send files and documents to ensure timely delivery to National Assembly deputies and agencies.

Focus on coordination, take responsibility for drafts and resolutions, ensure progress and quality.
