New direction of the Prime Minister on streamlining the apparatus

The Prime Minister requested to urgently complete the decrees on the organization of the apparatus of ministries and agencies under the Government after the reorganization.

On February 5, the Government Office announced that Prime Minister Pham Minh Chinh has just signed and issued Directive No. 03/CT-TTg urging the implementation of key tasks after the 2025 Lunar New Year holiday.

In the directive, the Prime Minister requested to resolutely and effectively carry out the work of rearranging and streamlining the organizational apparatus according to the direction of the Central Committee, the National Assembly, the Government, and the Prime Minister. Carry out work related to the consolidation of Party Committees directly under the Government Party Committee to soon put them into operation.

Urgently complete decrees regulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies after reorganization and streamlining to submit to the Government for consideration and promulgation.

Organize the implementation of the National Assembly's Resolution to operate the new Government apparatus; prepare drafts and submit them to the National Assembly for approval on time for the Law on Government Organization and the Law on Local Government Organization.

Complete the project on organization and operation of the inspection agency system to report to competent authorities.

Effectively implement Decree No. 178/2024/ND-CP of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Focus on training and improving the quality of human resources and the moral qualities of officials and civil servants to meet the requirements after restructuring and streamlining the organization and apparatus.

The Ministry of Home Affairs guides ministries, agencies, and localities to urgently arrange organizational apparatus, arrange cadres, civil servants, and public employees, handle surplus public assets after the arrangement, and ensure early stability for the organization of party congresses at all levels in 2025.

The Ministry of Justice shall preside over and coordinate with agencies and localities to speed up the progress and improve the quality of appraisal of proposals for development, projects, and draft legal documents, especially legal documents related to the improvement of the organizational apparatus.

Focus on disseminating and educating the law, especially the Laws and Resolutions passed by the National Assembly at the 8th Session, the 9th Extraordinary Session, the 10th Session, and legal documents related to streamlining the organizational apparatus, regimes and policies for cadres, civil servants and public employees.

Chairmen and General Directors of state-owned corporations and groups should reorganize and streamline their apparatus and innovate their corporate governance models in a modern direction, in line with international practices.

Implement approved strategies, production, business and investment development plans; focus resources on key business areas, invest in large, focused and key projects that have spillover effects, create momentum and promote socio-economic development, resolutely overcome the situation of scattered, ineffective investment.

Officials, civil servants, public employees, and workers in state administrative agencies, relevant agencies, and organizations must promptly resolve and handle work from the first working day, especially unfinished or unfinished work due to the Tet holiday.

Strictly implement administrative discipline and labor discipline; do not organize spring outings, New Year greetings, or attend festivals during working hours; do not use state budget, means, or public assets against regulations for festival and entertainment activities.
