On the morning of January 17, in the capital Warsaw, Prime Minister Pham Minh Chinh visited and delivered a policy speech at Warsaw University.
Speaking here, Prime Minister Pham Minh Chinh said that this working trip of the Prime Minister carries the message of Vietnam aiming to upgrade the Vietnam - Poland relationship to a strategic level, to deepen, make more practical, and more effective the relationship between the two countries that has been built and nurtured over the past 75 years.
Prime Minister Pham Minh Chinh proposed six breakthroughs to bring Vietnam - Poland relations to new heights.
Firstly, create a breakthrough in enhancing the cooperative, friendly and solidarity relations between the two countries, towards a Strategic Partnership; promote political and diplomatic relations and exchanges of high-level delegations.
Second, create a breakthrough in economic, trade and investment cooperation; strive to achieve a bilateral trade turnover of 5 billion USD/year.
As a member of the Association of Southeast Asian Nations (ASEAN) Community of more than 660 million people, Vietnam is ready to act as a bridge for Polish businesses and investors to access the ASEAN market.
For the benefit of businesses of both countries, the two sides need to actively coordinate to remove market barriers, effectively implement the Vietnam - EU Free Trade Agreement (EVFTA) and urge EU members to soon ratify the Investment Protection Agreement (EVIPA) between Vietnam and the EU. The Prime Minister asked Poland to support the European Commission (EC) in soon removing the IUU yellow card on Vietnamese seafood.
Vietnam also hopes to welcome many Polish investors in the fields of: Agriculture, agricultural and food processing, livestock, healthcare, pharmaceuticals, renewable energy, infrastructure, supporting industries, logistics and support for Vietnam to participate more deeply in global production and value chains.
Third, create breakthroughs in cooperation to promote new, advanced and modern productive forces such as "digital production methods".
The Prime Minister suggested that Polish research institutes, universities and businesses devote more resources to cooperation with Vietnam in the fields of technology and innovation, especially green technology, clean energy, new technology, big data, AI... and fundamental technologies such as metallurgy, machine manufacturing...
Prime Minister Pham Minh Chinh believes that the labor consultation mechanism that the two countries have just signed, along with the upcoming education cooperation agreement, will open up new opportunities for Vietnamese workers and young generations to access knowledge and high-level scientific and technological skills, especially in digital transformation.
Fourth, create a breakthrough in people-to-people exchange. Vietnam has decided to unilaterally exempt visas for Polish citizens holding ordinary passports in 2025 (from March 1, 2025).
Fifth, create breakthroughs in coordination and mutual support in multilateral cooperation mechanisms, especially within the framework of the United Nations; proactively and positively contribute to peace, stability, cooperation and development. Vietnam is a bridge, promoting and connecting cooperation between Poland, the EU and ASEAN. Vietnam supports Poland in having a Treaty of Amity and Cooperation (TAC) with ASEAN.
Sixth, innovate and deepen defense and security cooperation with flexible, appropriate and effective solutions.
Looking to the future, the Prime Minister believes that Vietnam and Poland are facing great opportunities to bring the relationship between the two countries to new heights, becoming a model of friendly cooperation between Southeast Asia and Central Eastern Europe, for the benefit of the people of the two countries, for peace, cooperation and development in the region and the world.
