On the afternoon of August 11, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung had a high-level phone call with Prime Minister of the Kingdom of the Netherlands Rob Jetten.
Prime Minister Le Minh Hung thanked the Netherlands for considering Vietnam as a leading strategic partner in the region in its new foreign policy and affirmed that Vietnam always values and wishes to further deepen the multifaceted cooperation relationship with the Netherlands.
The Prime Minister proposed that the two sides continue to further strengthen delegation exchanges, especially at high levels, strengthen political trust, towards raising relations to a new height.
Highly appreciating the position of the Netherlands as the largest investor and leading trading partner of the EU in Vietnam, Prime Minister Le Minh Hung proposed that the two sides make economic, trade and investment cooperation, and financial relations the main pillars in bilateral relations, maximizing the EVFTA Agreement; promote the Dutch Parliament to soon ratify the EVIPA Agreement to create favorable conditions for businesses of the two sides to expand markets; and connect bilateral financial - stock markets and attract international resources to participate in developing the International Financial Center and capital market in Vietnam.
Suggesting new directions, the Prime Minister proposed to further promote the effectiveness of the two existing Strategic Partnership frameworks on Climate Change Response and Water Management (2010) and Sustainable Agriculture and Food Security (2014); strengthen cooperation in green transformation, digital transformation, and sustainable development; and at the same time make science - technology and innovation one of the new pillars of cooperation.
The Prime Minister proposed to soon unify agreements on scientific and technological cooperation, innovation and semiconductor technology; focus on implementing R&D center projects, training high-quality human resources, connecting Vietnamese businesses to the semiconductor supply chain of the Netherlands, especially with ASML Group.
The Prime Minister requested the Netherlands to allocate more scholarships and expand the reception of Vietnamese students to study key industries such as AI, semiconductors, science and technology, and blue sea economy. At the same time, he requested the Dutch side to simplify visa procedures for Vietnamese tourists and continue to support the Vietnamese community in the Netherlands to integrate smoothly and promote the role of a bridge of bilateral friendship.
On the Dutch side, Prime Minister Rob Jetten highly appreciated Vietnam's ambitious development goals, especially the goal of maintaining GDP growth rates at double digits, saying that this is a "huge opportunity" for the two countries to expand cooperation. The Netherlands wishes to become an important partner of Vietnam in the region, and is ready to expand and deepen bilateral relations, towards upgrading relations between the two countries.
The Dutch Prime Minister also expressed his desire to organize delegations to Vietnam to explore and expand cooperation opportunities, thereby strengthening the Netherlands' presence in the Vietnamese market and in the region.
Prime Minister Rob Jetten highly appreciated the positive contributions of the Vietnamese community to Dutch society.
The Dutch Prime Minister also highly appreciated Vietnam's visa exemption for Dutch citizens, and welcomed Vietnam Airlines' opening of direct flights between the two countries from June 2026, contributing to creating more favorable conditions for travel, strengthening people-to-people exchanges, promoting tourism and expanding cooperation activities between the two countries.
Prime Minister Rob Jetten emphasized that the Netherlands is committed to actively accelerating the ratification process of the EVIPA Agreement.
