Prime Minister Pham Minh Chinh has just signed Decision No. 385/QD-TTg establishing a Task Force to ensure energy security in the face of the complex developments of the military conflict in the Middle East (the Task Force).
According to the Decision, Deputy Prime Minister Bui Thanh Son is the Head of the Working Group.
The Standing Deputy Head is Acting Minister of Industry and Trade Le Manh Hung.
The members of the Working Group include: Standing Deputy Chairman of the Government Office Dang Xuan Phong; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Finance Do Thanh Trung; Deputy Minister of Construction Nguyen Xuan Sang; Deputy Minister of Agriculture and Environment Hoang Trung; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Chairman of Vietnam National Industry - Energy Group Le Ngoc Son; Chairman of Vietnam Electricity Group Dang Hoang An; Chairman of Vietnam National Coal - Mineral Industries Holding Corporation Ngo Hoang Ngan; Chairman of Vietnam National Petroleum Group Pham Van Thanh.
The Task Force has the task of assisting the Prime Minister in directing, urging, harmonizing, and coordinating between ministries and sectors to solve tasks related to ensuring energy security in the crisis situation in the Middle East.
Regularly monitor, evaluate, and forecast the situation of organization, implementation, inspection, and synthesis; promptly resolve and remove difficulties and obstacles related to ensuring full supply of gasoline and oil for production, business and consumption activities of people.
At the same time, research and propose to the Prime Minister directions, solutions, mechanisms, and policies to remove obstacles, proactively forecast and have flexible, timely, and effective policy responses, not to be passive or surprised about energy security, and promptly report to the Prime Minister issues beyond their authority.
Perform other specific tasks related to energy security and according to the assignment and direction of the Prime Minister.
Powers of the Working Group: Requesting ministries and agencies to report and provide information, dossiers, and related documents; inviting leaders of ministries and agencies to participate in working group meetings; other powers assigned by the Prime Minister.
The working group works in a collective manner, promoting the individual responsibility of the head; members perform tasks in a part-time manner, and are responsible for assigned tasks.
The working group is responsible for reporting to the Prime Minister on the working situation of the working group, and making unscheduled reports as requested by the Prime Minister.
The Ministry of Industry and Trade is the standing agency of the Working Group; uses its apparatus to perform tasks to assist the Working Group; develops the Operating Regulations of the Working Group to submit to the Head of the Group for signing and promulgation; develops plans and work programs; prepares documents, reports and draft notices of conclusions of working group meetings.
This decision takes effect from March 4, 2026.
