Deputy Prime Minister Bui Thanh Son visited and surveyed the area of Bac Luan I Border Gate, Bac Luan II Border Gate and the Km3+4 Hai Yen access road.
In 2025, the total volume of goods imported and exported through these border gates and openings reached over 2.8 million tons, an increase of 25% compared to 2024; the number of people entering and leaving the country reached over 8 million, an increase of 10.5% compared to 2024.
Regarding the deployment of smart border gate construction at Mong Cai International Border Gate (Vietnam) - Dong Hung (China), Quang Ninh province has developed a pilot project, seeking opinions from relevant ministries and sectors to complete and submit to the Prime Minister for approval of the Project before January 15, 2026 as a basis for deploying investment preparation for the Smart Border Gate Project.
In parallel with the process of developing the Smart Border Gate Project, to ensure synchronization and unity in management, Quang Ninh province has organized, surveyed, and proposed to expand the boundary scope of the border gate area.
Regarding the implementation of the Border Economic Cooperation Zone, Quang Ninh province has developed and proposed pilot mechanisms and policies for the Cooperation Zone; and at the same time, absorbed the opinions of ministries and sectors, and completed the Project to report to the Prime Minister before January 15, 2026.
Regarding the investment in the Mong Cai - Ha Long - Hai Phong standard gauge railway line, Quang Ninh province has issued a document reporting to the Prime Minister proposing to allow the province to use the provincial budget to carry out investment preparation, detailed planning, and develop a project to clear the entire line's ground.
Deputy Prime Minister Bui Thanh Son emphasized that Quang Ninh is facing a great opportunity to break through, becoming a new growth pole in the Northern region and an important gateway in Vietnam - ASEAN and China economic cooperation. The construction of smart border gates, the formation of a border-crossing economic cooperation zone and the investment in the Mong Cai - Ha Long - Hai Phong railway line not only have their own development significance, but also directly contribute to the goal of improving competitiveness, promoting import and export and economic growth of the whole country.
In which, the construction of Mong Cai - Dong Hung smart border gate is of particular importance, contributing to modernizing import and export management, improving the efficiency of controlling goods and vehicles and promoting border trade.
The Deputy Prime Minister requested Quang Ninh province to urgently fully absorb the opinions of ministries and sectors, complete the Project on Smart Border Gate, Border-crossing Economic Cooperation Area to submit to the Prime Minister for consideration and approval before January 15, 2026, ensuring quality, feasibility and in accordance with the Central Government's conclusions on regional economic development.
Regarding the Mong Cai - Ha Long - Hai Phong standard gauge railway line, the Deputy Prime Minister agreed on the policy of researching investment according to a suitable roadmap, ensuring synchronous connection with the national and international railway system, effectively serving logistics, import and export and industrial - service development.
In that spirit, Quang Ninh needs to continue to be proactive, creative, dare to think and dare to do, and take good advantage of opportunities from integration and Vietnam-China cooperative relations to create a new breakthrough, making worthy contributions to the country's rapid and sustainable growth goals in the coming period.
