The Ministry of Foreign Affairs said that on the afternoon of August 31, in Tianjin (China), during the program to attend the 2025 Shanghai Cooperation Organization (SCO) Summit and work in China, Politburo member and Prime Minister Pham Minh Chinh met with General Secretary and President of China Xi Jinping.
Appreciating the theme of this year's SCO Summit, Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to coordinate with China and other countries to implement multilateralism, promote sustainable development, and contribute to solving major international and regional problems.
Prime Minister Pham Minh Chinh affirmed that Vietnam always considers developing relations with China as an objective requirement, a strategic, natural choice and a top priority in foreign policy; is ready to work with China to continue to effectively implement the common perception between the two General Secretaries; make strategic orientations in the relationship a vivid reality, bringing practical benefits to the people of the two countries.
The two sides agreed to strongly promote the relationship between the two Parties and the two countries in a 6-point orientation, increase strategic exchanges, implement comprehensive cooperation in all fields, connect the two economies, especially railways, enhance scientific - technological cooperation, and innovation.
Prime Minister Pham Minh Chinh suggested that the two sides maintain flexible exchanges and contacts between the two General Secretaries, and further implement the pillar of defense and security cooperation.
In particular, urgently organize the first meeting of the Vietnam - China Railway Cooperation Joint Committee, put Vietnam on the priority list for cooperation in the Asia - Pacific region on railway industry development; speed up the completion of the Feasibility Report and start negotiations on the Framework Agreement on preferential loans for projects; provide aid to train railway human resources, helping Vietnam develop the Railway Industrial Complex.

Prime Minister Pham Minh Chinh proposed that China further expand its imports of high-quality agricultural products from Vietnam, soon sign Protocols on quarantine of grapefruit, exploited seafood, and meat products from Vietnam; soon approve the list of dossiers applying for the code of durian growing areas; expand the smart border gate model, negotiate the model of building a cross-border Economic Cooperation Area.
Prime Minister Pham Minh Chinh hopes that the two sides will strengthen more comprehensive energy cooperation, including clean energy and electricity trading. In particular, increasing capacity and output of electricity exported to Vietnam; promptly signing a Memorandum of Understanding on strengthening Vietnam - China electricity linkages; implementing the purchase and sale of electricity at 500 KV power level.
Appreciating the cooperation proposals as well as the positive contributions of Prime Minister Pham Minh Chinh to Vietnam-China relations in recent times, General Secretary and President of China Xi Jinping affirmed that China supports Vietnam in organizing the 14th National Congress of the Party well, a successful step on the path of socialism.
General Secretary and President of China Xi Jinping proposed to focus on connecting development strategies and transport infrastructure, especially railways; agreed to soon organize the first meeting of the Joint Committee for Railway Cooperation, firmly promoting the Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong railway construction project.
The two sides discussed sincerely and frankly on maritime issues, agreeing to continue to seriously implement the common perception of the two countries' top leaders on better controlling and resolving disagreements, creating and maintaining an environment of peace, cooperation and development in the region.
