Implementing the 2-level local government model, the Government Steering Committee allows localities to temporarily extend the use of non-specialized commune-level personnel until before May 31, 2026.
The extension is aimed at avoiding sudden disruptions and ensuring the maintenance of the operation of the political system at the grassroots level. Because before the time of rearranging administrative units, there were about 120,500 people in this force nationwide.
To suit the reality of operating the new commune - ward, from after July 1, 2025, this staff arrangement will be implemented in 3 main directions.
The first is to quit and enjoy the streamlining policy according to Decree 154/2025. Those who quit in the period from July 1, 2025 to before May 31, 2026 are still eligible for settlement benefits based on working time and age. In particular, people who reach retirement age or are receiving pensions are entitled to a one-time allowance equal to 15 months of current allowance.
The second direction is to continue to stay in the grassroots system for a short time. Many localities such as Hanoi and Ho Chi Minh City have guided the temporary arrangement of personnel to support work positions in new communes and wards or participate in positions in villages until the end of May 2026.
The third direction, more sustainable but limited in quantity, is to consider receiving civil servants according to Decree 170/2025. The mandatory condition is that individuals must have at least 5 years of service, pay compulsory social insurance and have expertise suitable for the new job position.
According to the Ho Chi Minh City Party Committee's Electronic Information Portal, in order to implement the policy of streamlining the apparatus and improving the effectiveness and efficiency of the commune-level government, the Ho Chi Minh City Department of Home Affairs has just sent a document to the People's Committees of 168 communes, wards and special zones requesting urgent review and finalization of the deadline for ending the use of non-specialized commune-level officials throughout the area before May 31.
It is expected that Ho Chi Minh City will have more than 5,500 non-specialized commune-level workers quit their jobs or rearranged before May 31, 2026. The city will simultaneously apply the policies in Decree No. 154/2025/ND-CP of the Government and specific support mechanisms of the locality.
The city has prepared a budget to pay severance allowances, career change support and voluntary social insurance contributions for those who wish to.
To ensure the rights of this team when resigning, the City Department of Home Affairs requests the People's Committees of communes, wards, and special zones to urgently review and statistically assess the current situation and the needs for arranging civil servants and public employees in 2026 according to previous guiding documents.
After streamlining, the City will focus on the current professional cadres and civil servants.
In Ninh Binh province, this locality has directed the review, arrangement, and consolidation of the organizational structure of agencies and non-business units in accordance with the regulations and practices of the province.
According to the progress, by June 2026, submit the Resolution of the Provincial People's Council stipulating titles, monthly allowances and regimes and policies for non-specialized workers in villages (hamlets), residential groups in Ninh Binh province (including the former Nam Dinh and Ha Nam areas).
Regarding the regime and policies for non-specialized cadres in villages and residential groups, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra said that the study of mechanisms and policies for non-specialized cadres in villages, hamlets, and residential groups will also be implemented in the near future.
The Deputy Prime Minister said that he has assigned the Ministry of Home Affairs to urgently study and advise on relevant solutions. The development of mechanisms and policies for this force will be placed in the overall adjustment of the basic salary level in the coming time.
