On October 19, at the Can Tho City Party Committee, Politburo member and Prime Minister Pham Minh Chinh had a meeting with voters representing leaders of communes and wards in Can Tho City before the 10th Session of the 15th National Assembly.
At the meeting, representatives of the National Assembly Delegation of Can Tho City reported to voters on the expected content of the program of the 10th Session of the 15th National Assembly; the operation of the commune-level government after implementing the two-level government in the city from July 1, 2025 to present.
At the meeting, voters who are representatives of leaders of communes and wards in Can Tho City made recommendations and proposals on issues of concern.
In particular, the contents focus on guiding the determination of job positions for digital transformation; new points in the process of amending the 2024 Land Law; regulations on the functions and tasks of commune-level health stations; amending the Construction Law in the direction of clear decentralization and delegation; and investment policies for the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas.
Voter Cao Van Ngoan, Chairman of the People's Committee of Thanh Quoi Commune (Can Tho City) proposed that the City's National Assembly Delegation propose that the Ministry of Science and Technology soon issue a Circular guiding the determination of job positions in digital transformation, so that the responsible staff can enjoy the support level according to regulations.
Voter Bui Van Kiet, Chairman of Cai Khe Ward (Can Tho City) proposed that the process of amending Article 220 of the 2024 Land Law in the direction of removing conditions when dividing plots, must "ensure water supply, drainage and other necessary needs in a reasonable manner". At the same time, voters proposed that in case of changing the purpose of a part of a land plot, it is not necessary to separate the plot...
After listening to voters' opinions and recommendations, representatives of leaders of departments, branches, sectors, leaders of the City People's Committee and central ministries and branches responded, exchanged opinions and recommendations to voters according to their authority.
Speaking at the Conference, Prime Minister Pham Minh Chinh said that agencies should study and accept recommendations to propose amending a number of regulations related to land at the 10th Session; integrate National Target Programs and decentralize and delegate authority to localities to implement in parallel with improving the implementation capacity of subordinates...
Emphasizing that the 10th Session is the final Session of the 15th National Assembly, with the largest workload ever, the Prime Minister said that the Government has organized many meetings, "working day and night, working extra days off", contributing to solving difficulties and problems of people and businesses, for the goal of national development, for the prosperity and happiness of the people.
The Prime Minister stated that the socio-economic development results of Can Tho City have contributed to the overall achievements of the whole country in the past 9 months. Notably, GDP increased by 7.39%; industrial production index increased by 6.85%; tourism revenue increased by 33%, reaching about VND 8,000 billion; surplus reached about 3 billion USD; completed 1,073/1,397 social housing units (reaching 77% of the target assigned by the Prime Minister)...
In addition, the Prime Minister frankly acknowledged that Can Tho City still has some limitations and still faces difficulties and challenges that need to be overcome in the coming time. For example, on the issue of growth, financial activities, banking, health insurance, social assistance activities, and public investment disbursement must strive more; especially in the 4 abilities of commune-level cadres (management capacity, legality, expertise and creativity); the attitude of serving the people, shifting from the state of administrative management to the state of creativity and service to the people is also difficult...
Regarding the orientation, tasks and solutions for the coming time, the Prime Minister stated that all levels, sectors and localities, including Can Tho, continue to proactively and drastically implement the Resolutions, Conclusions and directions of the Central Committee, the Politburo, the National Assembly and the Government on implementing the 2-level local government model, promoting administrative procedure reform; promptly remove difficulties, overcome shortcomings, conflicts and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.
Requiring continued improvement and further efforts in both the apparatus and the staff, the Prime Minister noted the need to use the headquarters effectively; solve problems for projects... Determining high technology and digital transformation as connecting threads, an important driving force to connect sectors in forming new value chains, creating momentum, and making the city develop quickly and sustainably.
