Dien Bien - The investment project to build, preserve, and restore Him Lam relic phase II with a total investment of 91 billion VND will be inaugurated on March 8.

Recorded by Lao Dong Newspaper reporters on March 7, at the construction site of the project to invest in the preservation and restoration of Him Lam relic (Him Lam Resistance Center) phase II (in Dien Bien Phu ward, Dien Bien province), preparations for the inauguration ceremony have been basically completed.

Talking to PV, Mr. Vu Van Ngoc - Director of the Project Management Board of Civil and Industrial Works of Dien Bien province (investor) said that from nearly 1 month ago, the project was basically completed, the construction force has carried out cleaning, planting more grass and supplementing the green landscape system.

The project will be inaugurated on March 8. To ensure progress, the contractor has mobilized about 40 workers to work continuously at the construction site for many days now" - Mr. Ngoc added.

Ms. Vi Thi Phong (Thanh Nua commune, Dien Bien) said: "The inauguration time is approaching, so the workers in charge of landscape are speeding up the work progress. We feel proud to beautify Him Lam historical site".

According to the reporter's investigation, this restoration project was started at the end of June 2025. Previously, at the end of December 2024, Dien Bien province approved the investment project to build, preserve, and restore the Him Lam Resistance Center Area phase II with a total investment of 91 billion VND.

Of which, the central budget is 61 billion VND; local budget for the period 2021-2025 and socialized capital is 30 billion VND. This is a group B project, class III civil works, ensuring a minimum lifespan of 50 years. The project implementation time is expected to last from 2024 to 2025.

The construction project focuses on two main items: a 45m long relief, 425m2 area, made of natural stone; incense offering house designed in a hexagonal shape.

Items of embellishment, repair, and supplementation: concrete embankment at the foot of the hill, embellishment and renovation of access roads to 3 strongholds, incense offering yard, square yard, parking lot, incense sticks at bunkers, steles introducing relics, reception houses, shelters, flower gardens and green trees creating landscapes, outdoor electricity system, synchronous and complete drainage system...

Previously, the project to restore and embellish Him Lam Resistance Center had been implemented since 2006, including 5 bidding packages with a total investment of more than 46 billion VND.

By 2023, the project had only completed some bidding packages and had been finalized for more than 27 billion VND. The remaining parts of the project were transferred to phase II.

Located about 3 km northeast of the center of Dien Bien Phu province, Him Lam relic has a total area of 136,900m2. This is the place marking the opening battle of the historic Dien Bien Phu campaign on March 13, 1954.
