Prime Minister Pham Minh Chinh holds talks with French Prime Minister

Prime Minister Pham Minh Chinh suggested that the French side soon ratify the EU - Vietnam Investment Protection Agreement (EVIPA).

On the morning of June 10 (local time), after finishing activities at the 3rd United Nations Ocean Summit (UNOC 3), Politburo member and Prime Minister Pham Minh Chinh and the working delegation left Nice City to continue bilateral activities in the capital Paris.

On the same afternoon, at the Matignon Palace, Prime Minister Pham Minh Chinh held talks with French Prime Minister Francois Bayrou.

The French Prime Minister expressed his pleasure at welcoming the Vietnamese Prime Minister, highly appreciating Vietnam's presence and positive contributions to UNOC 3, especially the initiatives and 15 voluntary commitments.

The two Prime Ministers assessed that Vietnam-France relations are developing substantially and effectively, especially after the State visit to Vietnam by French President Emmanuel Macron.

Prime Minister Pham Minh Chinh affirmed that France is an important partner in Vietnam's foreign policy in Europe, and announced Vietnam's outstanding development achievements and the country's development goals by 2030 and 2045.

The two sides agreed that the potential for bilateral cooperation is still very large, especially in areas such as aerospace, urban transport, nuclear energy and manufacturing technology. The French Prime Minister expressed his impression of Vietnam's development achievements and affirmed his desire to expand cooperation commensurate with the Comprehensive Strategic Partnership.

The two sides emphasized the importance of strengthening political trust, enhancing delegation exchanges and establishing a new cooperation mechanism.

Regarding national defense and security, the two leaders affirmed that this is an important pillar in bilateral relations.

In terms of economy, trade and investment, the two sides are committed to promoting free trade, opening markets, reducing dependence on third parties and maintaining a stable global supply chain.

Prime Minister Pham Minh Chinh suggested that France soon ratify the EVIPA and effectively coordinate the implementation of EVFTA; calling on French enterprises to cooperate with Vietnamese enterprises in strategic industries such as automobiles and logistics.

The two Prime Ministers agreed to promote 6 major areas of cooperation: Strengthening political trust; strengthening defense and security cooperation; developing the economy - trade - investment; promoting science and technology cooperation, including nuclear energy and space science; expanding strategic infrastructure cooperation; renewing traditional areas of cooperation.

On international and regional issues, the two Prime Ministers shared their views on solving global challenges by peaceful means, with the rule of law above all. Regarding the East Sea, the two sides affirmed the importance of maintaining peace, stability, freedom of navigation and aviation on the basis of UNCLOS 1982.

Prime Minister Pham Minh Chinh invited the French Foreign Minister to send a high-level delegation to attend the signing ceremony of the United Nations Convention against Cybercrime held in Hanoi in October 2025, and respectfully invited the French Prime Minister to soon visit Vietnam. Prime Minister Francois Bayrou happily accepted.

At the end of the talks, the two Prime Ministers witnessed the signing and handover of the Memorandum of Understanding between the Vietnam Academy of Science and Technology and the French Committee for Atomic Energy and Substative Energy; the tripartite agreement on mineral resource management between the Vietnam Geological and Mineral Services Administration, BRGM and AFD.
