Prime Minister approves HCMC leaders

The Prime Minister approved the election results for the position of Vice Chairman of the Ho Chi Minh City People's Committee for Mr. Hoang Nguyen Dinh, Nguyen Cong Vinh, and Tran Van Bay.

On November 21, 2025, Deputy Prime Minister Nguyen Hoa Binh signed the Prime Minister's decisions approving the election results and dismissal of the position of Vice Chairman of the Ho Chi Minh City People's Committee (HCMC) for the 2021-2026 term.

In Decision No. 2557/QD-TTg, the Prime Minister approved the election results for the position of Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term for Mr. Hoang Nguyen Dinh - Member of the Standing Committee of the City Party Committee, Deputy Head of the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee.

Mr. Hoang Nguyen Dinh was born in 1980, hometown Hue city; has a Bachelor's degree in Law, Master's degree in road construction and Senior Political Theory.

Before working at the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee after the merger, Mr. Hoang Nguyen Dinh had many years of being involved in the Transport sector of the old Ba Ria - Vung Tau province, holding important positions such as: Director of the Provincial Traffic Project Management Board; Chairman of the Board of Directors and General Director of the Provincial Traffic Construction Joint Stock Company; Deputy Director of the Department of Transport of the old Ba Ria - Vung Tau province.

In Decision No. 2558/QD-TTg, the Prime Minister approved the election results for the position of Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term for Mr. Nguyen Cong Vinh - Member of the City Party Committee, Director of the Ho Chi Minh City Department of Finance.

Mr. Nguyen Cong Vinh was born in 1972, from the old Ba Ria - Vung Tau (now Ho Chi Minh City), has a Bachelor of Law and a Senior degree in Political Theory.

Before working in the new Ho Chi Minh City after the arrangement, Mr. Nguyen Cong Vinh had a long time working in the old Ba Ria - Vung Tau province, having held many positions: Chief of Office of the People's Council - District People's Committee, Vice Chairman, Chairman of the People's Committee of the old Chau Duc district; Provincial Party Committee member, Director of the Department of Planning and Investment of the old Ba Ria - Vung Tau province. After the merger, Mr. Nguyen Cong Vinh will hold the position of City Party Committee member, Director of the Ho Chi Minh City Department of Finance.

In Decision No. 2560/QD-TTg, the Prime Minister approved the election results for the position of Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term for Mr. Tran Van Bay - Member of the City Party Committee, Chief Inspector of Ho Chi Minh City.

Mr. Tran Van Bay was born in 1971, from Dong Nai, with a Master's degree in Law and a Senior degree in Political Theory. He worked at Ho Chi Minh City University of Law, then held many key positions at the Ho Chi Minh City Department of Justice, including: Head of the Judicial Assistance Department and Deputy Director of the Department.

Since 2017, Mr. Tran Van Bay has held the position of Chairman of the District People's Committee; in 2021, he was transferred to the position of Deputy Director of the Department of Natural Resources and Environment; in June 2024, he was appointed as Chief Inspector of Ho Chi Minh City. After the merger, Mr. Tran Van Bay will continue to hold the position of Chief Inspector of the new Ho Chi Minh City.

At the same time, in Decision No. 2552/QD-TTg, the Prime Minister approved the results of the dismissal of Mr. Nguyen Van Tho from the position of Vice Chairman of the Ho Chi Minh City People's Committee for the 2021-2026 term.

The above decisions take effect from the date of signing and promulgation (November 21, 2025).
