Concentrating on key resources
At the working session with the Standing Committee of the Quang Tri Provincial Party Committee on the morning of July 27, Politburo member and Prime Minister Pham Minh Chinh highly appreciated the results achieved by the province in the first 6 months of the year, and at the same time pointed out the shortcomings and requirements for Quang Tri to develop with internal resources, breakthrough thinking and organize drastic and effective implementation.
The Prime Minister emphasized that Quang Tri is a special land, where more than 76,000 heroic martyrs have sacrificed. This is a great loss, but it is also a spiritual support, an endogenous strength for the whole province to overcome, be confident, self-reliant, self-reliant, turn pain into motivation, turn the impossible into possible.
Recognizing the province's efforts in difficult conditions, the Prime Minister praised some outstanding results in recent times. Administrative reform and building of the two-level political system have achieved many advances.
However, the Prime Minister also pointed out the limitations that need to be overcome: industrial - construction growth has not reached the target, tourism infrastructure is still weak, the team of commune-level cadres is still inadequate... The Prime Minister requested the province to urgently review, rearrange the apparatus, remove obstacles, and ensure stability of the grassroots political system.
The Prime Minister requested Quang Tri to carry out the tasks of the group of guiding and acting: Self-reliance, self-reliance from the hands, mind, sky frame, and homecoming sea; strategic thinking, long-term vision, "deep vision, big action"; arrange investment resources with focus, key points, avoid spreading; carry out work with the highest determination, clear people, clear work, clear responsibilities, clear time, clear results; closely follow the principle of "3 yes, 2 no": beneficial for the Party, State - people - businesses, no personal motives, no waste, no corruption.
The Prime Minister requested localities to focus on implementing major resolutions on: developing science - technology, digital transformation; promoting foreign affairs, especially linking the East - West economic corridor; building institutions and laws; developing the private economy and protecting genuine business people.
Innovation in thinking, drastic action
The Prime Minister paid special attention to selecting priority investment portfolios. Key projects such as My Thuy port, Quang Tri airport, Cam Lo - Lao Bao expressway, power plants need to focus on removing difficulties, having clear mechanisms to attract investment and implement quickly and effectively.
The Prime Minister also emphasized the role of planning, shifting economic structure, developing industry, services and tourism, promoting the potential of the land of "sol and wind" to make renewable energy. Prime Minister Pham Minh Chinh requested the province to develop urban areas according to a multi- segment model, promote the construction of social housing, ensure shared infrastructure, and create favorable conditions for people, especially low-income people.
In addition, Quang Tri needs to pay attention to developing education - training, taking care of people's health, managing resources - environment, and responding to climate change. The organization of Party Congresses at all levels must ensure progress and quality, promote democracy, internal solidarity, avoid regional and local prejudices.
The Prime Minister affirmed that Quang Tri has all the conditions to rise with internal resources if it knows how to promote creativity, solidarity, dares to do, dares to take responsibility and organizes implementation to the destination. Remove what is stuck, push where it is strong, relieve where it is weak. Only then can it develop quickly and sustainably, worthy of the heroic tradition and great sacrifices of generations of ancestors.
