On October 2, Prime Minister Pham Minh Chinh signed Decision No. 2171/QD-TTg supporting from the central budget reserve in 2025 for a number of localities to overcome the consequences of storm No. 10 and other natural disasters from the beginning of 2025.
According to the decision, support 2,524 billion VND from the central budget reserve in 2025 for 15 localities to support people's lives, repair dykes, irrigation reservoirs, natural disaster prevention works, essential infrastructure, and stabilize residents in urgent disaster areas due to the impact of storm No. 10 and other natural disasters from the beginning of 2025.
Of which, Tuyen Quang 200 billion VND, Cao Bang 195 billion VND, Lang Son 20 billion VND, Lao Cai 200 billion VND, Thai Nguyen 20 billion VND, Phu Tho 20 billion VND, Son La 200 billion VND, Lai Chau 24 billion VND, Dien Bien 90 billion VND, Ninh Binh 20 billion VND, Thanh Hoa 200 billion VND, Nghe An 500 billion VND, Ha Tinh 500 billion VND, Quang Tri 200 billion VND, Hue 135 billion VND.
The Ministry of Finance, the People's Committees of the above provinces are fully responsible to the Prime Minister, inspection, examination and auditing agencies and relevant agencies for the content, reported data, subjects, conditions for using the central budget reserve and proposals and recommendations.
Ensure compliance with legal regulations on natural disaster prevention and control, state budget, public investment and related legal regulations.
The People's Committees of provinces and cities are responsible for managing, using, and settling funds supported by the central budget for the right purposes, scope, subjects and provisions of law, to prevent loss, waste, negativity, and group interests.
Report the results of funding allocation and implementation to the Ministry of Agriculture and Environment and the Ministry of Finance no later than 30 days from the date of the funding support decision.
The People's Committees of provinces and cities shall organize the implementation and disbursement of the above-mentioned additional funds in accordance with legal regulations.
Providing a detailed report on the damage caused by natural disasters in 2025, the use of local resources, the central budget has supported, and the amount of funding exceeding the guaranteed capacity of the local budget to request support from the central budget, and send it to the Ministry of Finance before October 30, 2025 for synthesis and reporting to the Prime Minister.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Finance and relevant agencies to organize inspections, supervision and guidance on the use of central budget reserves in 2025, supporting localities to combat loss, waste and negativity.
In case of detecting capital allocation and use that are not in accordance with scope, the subjects shall report to the competent authority to recover to the central budget and handle according to regulations.
