On September 30, the Government Office announced that Prime Minister Pham Minh Chinh had just signed and issued Official Dispatch No. 178/CD-TTg requesting ministries, branches and localities to urgently support people to overcome the consequences of storm No. 10 and floods.
Storm No. 10 made landfall in our country with very strong winds (the storm center is level 10-11, gusting to level 13-14), wide range of impact, long storm circulation time, accompanied by widespread heavy rain, causing great devastation, heavy damage to people and property, greatly affecting people's lives, activities and production.
According to a quick report by the Ministry of Agriculture and Environment (compiled from incomplete reports of localities as of 11pm on September 29), storm No. 10 and floods have killed 19 people, 13 people are missing, 8 people are missing, 88 people are injured; over 105,000 houses have had their roofs blown off or damaged (of which Ha Tinh alone has 78,842 houses, Nghe An has 19,977 houses), 3,371 houses are flooded, 2,742 households are isolated and separated...
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to mobilize necessary forces and means to quickly access areas that are still cut off by natural disasters; deploy the work to overcome the consequences of storm No. 10 and floods according to functions, tasks and authority.
At the same time, support people to repair houses with blown-off roofs or damaged by storms and floods; arrange temporary accommodation, provide food, drinking water, and necessities for households who have lost their homes, and absolutely do not let any people go hungry, cold, or thirsty, without shelter or lack clothes.
Chairmen of People's Committees of provinces and cities focus on immediately repairing educational and medical facilities damaged by storms and floods (to be completed before October 5), not letting students lack schools, classes, teachers, food, clothing, books, school supplies, and preventing people from having no place to see a doctor when sick.
Review and accurately count the damage caused by storms and floods, promptly use local budget reserves and resources to proactively implement policies to support affected subjects, especially poor households, disadvantaged households, policy families, and vulnerable subjects in accordance with regulations, to prevent loss, waste, corruption, and negativity.
In case the local budget reserve does not have enough resources to support, the provincial People's Committee urgently has a document reporting to the Prime Minister, and at the same time sends it to the Ministry of Finance before 3:00 p.m. on September 30, 2025 for synthesis and handling according to regulations. Complete the work of supporting people before October 5.
Immediately compile reports on the storm and flood situation in the area, leadership, direction, response results of the locality, advantages, difficulties, problems, shortcomings, limitations, causes, lessons learned and solutions to overcome them, report to the Prime Minister, and send them to the Ministry of Agriculture and Environment (for compilation) before October 1.
The Ministry of Finance shall preside over and coordinate with relevant agencies to promptly handle according to its authority or report to competent authorities to handle proposals to support overcoming the consequences of storms and floods in localities in accordance with the provisions of law, and report to the Prime Minister on October 1.

Consecutive storms No. 8, 9, 10 and floods caused by the storm have killed 19 people and many people are missing. Many houses and production and business establishments had their roofs blown off and suffered heavy damage. People across the northern and central mountainous provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
