On August 11, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee to continue giving opinions and completing the draft of new Resolutions of the Politburo on people's health care and education and training development.
At the meeting, delegates discussed and gave opinions to continue to supplement and perfect:
Draft Resolution of the Politburo on breakthroughs in people's health care to meet the requirements of national development in the new era (to be developed by the Ministry of Health);
Draft Resolution of the Politburo on breakthroughs in the development of modern national education and training ( chaired by the Ministry of Education and Training).
Speaking at the meeting, the Prime Minister stated that the submission of these resolutions must be included in the overall "pillar" resolutions that the Politburo has issued and will issue in the coming time, as well as in the overall general mechanisms and policies in all fields, and at the same time, there must be appropriate separate policy mechanisms.
Regarding the draft of the Breakthrough Resolution on strengthening the protection, care and improvement of people's health, the Prime Minister emphasized the need to change the state from passive medical examination and treatment to health care and protection for people right before there is an illness.
The Prime Minister noted that from the past experience, especially the experience of COVID-19 epidemic prevention and referring to international experience, it is necessary to clearly identify breakthroughs in preventive medicine, primary health care (both facilities, equipment, drugs, vaccines, medical supplies, etc.), breakthroughs in human resources.
At the same time, it is necessary to identify breakthroughs in the organization of the health system; breakthroughs in improving medical ethics; breakthroughs in improving people's physical fitness; building a database and deploying electronic health books; implementing coverage of public health insurance.
The Prime Minister noted the need to review, train and prepare human resources based on specific data; calculate resources; propose mechanisms and policies, especially promoting public-private cooperation.

Regarding the draft Resolution of the Politburo on breakthroughs in the development of modern national education and training, the Prime Minister stated that the Resolution needs to continue to concretize the Resolutions, conclusions and instructions of the Central Committee, the Politburo and the Secretariat on education and training, identify breakthroughs, overcome limitations and shortcomings that have been pointed out, serve the strategic development goals and vision of the country to 2030 and 2045.
The Prime Minister noted institutional breakthroughs to mobilize resources with the view of identifying institutions as resources and motivation; ensuring enough teachers in quantity and quality with regulations on standards, regulations and procedures.
Training learners towards becoming global citizens, comprehensive development, patriotism, love for compatriots, sense of responsibility; having standards and regulations on facilities to ensure minimum requirements, towards modernity and priority for remote, isolated, border and island areas.
Research on the establishment of scholarship funds; innovate a smart management system, enhance post-inspection, strictly control output, and make breakthroughs in university management.
