Based on the results achieved by the domestic civil affairs sector in general and the Ninh Binh provincial civil affairs sector in particular, in order to better implement the domestic affairs work in the coming time, the Ninh Binh provincial Department of Home Affairs has made a number of recommendations and proposals to the Government and the Ministry of Home Affairs.
Accordingly, the Department proposed that the Prime Minister soon issue a Decision to establish the Management Board of Nam Cao University and Ninh Binh High-Tech Park; Decree on job positions and civil servant positions of the local government at 2 levels.
With the Ministry of Home Affairs, the Department of Home Affairs of Ninh Binh province proposed to soon issue a Program and documents on training of leaders and managers at the commune level and issue specific guidance documents on management, use and certificate form; guidance on assessment of the quality of civil servant training;
More specific guidance for the determination of subjects entitled to leave to enjoy regimes and policies according to Decree No. 178/2025/ND-CP and Decree No. 154/2025/ND-CP;
In particular, the Department of Home Affairs of Ninh Binh province requested the Ministry to guide the settlement of regimes and policies for civil servants in the health and education sectors when changing the organizational apparatus after implementing the two-level local government.
In addition, the Department of Home Affairs of Ninh Binh province also proposed that the Ministry of Education and Training decide to establish Ninh Binh Provincial Medical College on the basis of merging the Ninh Binh Medical College, Nam Dinh Medical College, Ha Nam Medical College and transferring management rights from the Department of Health to the Provincial People's Committee; issue a Circular guiding the functions, tasks, powers, and organizational structure of the Department of Education and Training.
The Central Government is requested to soon have a program and project to train and foster capacity building for commune-level civil servants according to the standards of digital government.
In the immediate future, it is necessary to have specialized training programs on skills in operating information systems, skills in handling administrative procedures on the network environment and skills to support people in performing online public services; mechanisms to allow localities to flexibly arrange specialized technical personnel (or part-time, well-trained) in commune clusters to support operations and problem-solving.
Some other proposals were raised by the Department of Home Affairs of Ninh Binh province such as: Promptly issuing regulations on the regime and policies to encourage civil servants to continuously study and improve their qualifications and working capacity.
Propose that the Ministry of Home Affairs advise the Government to support funding for editing and digitizing documents for localities; soon transfer the Electronic Archives Management Software to serve the purpose of preserving and exploiting documents of agencies, organizations and individuals.
