On August 11, the Government Office announced that it had just issued Notice No. 413/TB-VPCP on the conclusion of Deputy Prime Minister Le Thanh Long at a meeting on the implementation of the arrangement of administrative units at all levels, 2-level local government organizations and decentralization in the field of education and training.
According to the conclusion notice, the Deputy Prime Minister highly appreciated the Ministry of Education and Training for being proactive and proactive with relevant ministries and agencies in advising, issuing documents, guiding and organizing the implementation of the arrangement of administrative units at all levels and local government organizations at both levels.
At the same time, decentralization and delegation of authority in the field of education and training is implemented to ensure this work is smooth and uninterrupted.
The Deputy Prime Minister noted a number of difficulties and problems in the implementation of the two-level local government of the education sector, notably the problem of arranging the team of education civil servants at the commune level.
The Government leaders assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries, agencies and localities to continue reviewing and perfecting the system of documents and instructions to ensure compliance with practical requirements, to synchronize regulations on the division of authority and decentralization of authority.
In particular, clearly defining the responsibility for managing education at all levels to operate the local government apparatus at both levels in a timely and effective manner; reporting to the Government and the Prime Minister on issues beyond their authority.
Strengthen the organization of inspection and survey teams to support localities in implementing the model; synthesize the situation, compile statistics and propose practical support solutions.
Accurately count the situation of the staff in charge of education at the commune level to propose solutions to improve the capacity of state management for the staff of the Department of Culture - Social Affairs at the commune level.
Closely assess the situation, clearly understand practical difficulties to resolve, handle difficulties according to authority and report to competent authorities on proposed issues beyond authority.
The Ministry of Education and Training proactively develops and implements a training and fostering plan to improve the capacity of the staff in charge of education at the commune level.
Organize a national online conference on preparing for the new school year from August 20 to 22, 2025.
The Ministry of Home Affairs, the Ministry of Justice, and the Ministry of Finance: Based on the assigned functions, tasks, and authority, continue to synthesize, record information, and reflect on the implementation of the arrangement of administrative units at all levels, and organize local government at both levels in the fields to propose solutions in accordance with management requirements to ensure closely following the instructions of the Central Government and the Politburo.
In particular, handling tasks related to the concretization of educational content is the responsibility of the People's Committee at the commune level.
The People's Committees of provinces and cities proactively remove difficulties and obstacles and have solutions to support the team of cadres in charge of education at the commune level to ensure smooth and effective state management; promptly report to competent authorities on issues beyond their authority.
