The directive aims to continue to deploy tasks after the election day, urgently organize the first session of the People's Councils at all levels for the 2026-2031 term and organize the operation of local governments at 2 levels effectively and efficiently.
The Prime Minister directed to urgently organize the first session of the People's Councils at all levels for the 2026 - 2031 term.
Accordingly, it is proposed that the Standing Committee of the Provincial Party Committee and the City Party Committee lead and direct the Election Committee, the Standing Committee of the Provincial and Commune People's Councils to implement the direction of the National Assembly Party Committee in Document No. 401-CV/ĐUQH dated March 17, 2026.
Prepare well for personnel work to organize the first session of the People's Councils at all levels for the term 2026 - 2031 in accordance with the provisions of the Law on Organization of Local Government, Guidance No. 1563/HD-UBTVQH15 dated March 13, 2026 of the National Assembly Standing Committee and related legal documents, ensuring that the local government apparatus for the 2026-2031 term comes into operation no later than April 1.
In special cases where the first session cannot be held before March 31, 2026 due to the failure to arrange personnel to hold the position of Chairman of the Provincial People's Council for the 2026-2031 term, it is proposed to report to competent authorities for consideration and decision.
The Standing Committee of the Provincial Party Committee, City Party Committee leads and directs the consolidation of the positions of Chairman, Vice Chairman of the People's Council, Boards of People's Councils at all levels; Chairman, Vice Chairman of the People's Committee and Members of the People's Committees at all levels; directs the Standing Committee of the Provincial People's Council to submit to the Prime Minister for approval the positions of Chairman, Vice Chairman of the Provincial People's Committee no later than March 31, 2026.
At the same time, directing the Standing Committee of the People's Council of communes to submit to the Chairman of the Provincial People's Committee for approval the positions of Chairman and Vice Chairman of the People's Committee of communes no later than March 31, 2026.
Leaders and directing the Standing Committee of the Provincial People's Council to report on the results of the first session of the Provincial People's Council to the National Assembly Standing Committee and the Government no later than April 3.
The Prime Minister assigned the Ministry of Home Affairs to proactively coordinate, guide, and urge the Standing Committee of the Provincial People's Council to complete the dossier to submit to the Prime Minister for approval of the election results for the positions of Chairman and Vice Chairman of the Provincial People's Committee according to regulations.
Coordinate with the National Assembly's Committee for Delegate Affairs to submit to the National Assembly Standing Committee for approval the positions of Chairman and Vice Chairman of the Provincial People's Council, no later than 5:00 PM on March 31, to ensure that the local government apparatus for the 2026-2031 term comes into operation no later than April 1.
Summarize and report to the Government and the Prime Minister on the results of the first session of the Provincial People's Council, no later than April 5.
Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities and relevant agencies and organizations are responsible for organizing the thorough dissemination and serious implementation of this directive; promptly resolving within their authority or reporting issues beyond their authority, difficulties and obstacles arising during the implementation process.
