Deadline to finalize the review and proposal of problematic projects and land

Before March 15th, it is the deadline for the Prime Minister to request the completion of the review and proposal of projects, land, and updates on System 751.

Standing Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 20/CD-TTg of the Prime Minister on urgently completing the review and reporting on the results of handling difficult and problematic projects.

The telegram stated that on February 15, the Prime Minister issued Official Dispatch No. 14/CD-TTg on focusing on definitively resolving prolonged backlog projects, urgently completing and putting them into operation and use to promote economic growth in the first months of 2026.

Accordingly, the Prime Minister requests heads of ministries, central agencies and localities to focus highly and thoroughly handle difficulties of projects and land; fully report projects that meet the conditions for applying the provisions of Resolution 265/2025/QH15 of the National Assembly dated December 11, 2025 and periodically report the handling results for projects that ministries, central agencies and localities self-handle according to their authority on System 751 before February 25, 2026.

However, according to the report of the Ministry of Finance (Standing Agency of Steering Committee 751), as of the end of February 26, 2026, System 751 only recorded the results of reviewing 266/482 projects proposing to apply the regulations in item 14 of Resolution 265/2025/QH15 dated December 11, 2025 of the National Assembly, projects, land of 13 localities, and the remaining 216 projects, land of Da Nang city (215 projects, land) and the Ministry of Construction (1 project) have not conducted review and proposal.

At the same time, System 751 recorded reports on the results of handling 832/1,793 projects of ministries, central agencies and localities self-handling according to the authority of 20 localities and 2 central agencies; the remaining 961 projects of 10 localities and 6 ministries and central agencies have not been reviewed and reported on the results of handling.

In order to successfully implement the Resolution of the 14th Party Congress, focus on thoroughly handling the existing problems of projects, and soon bring resources into the socio-economic development of the country, the Prime Minister requests Ministers, Heads of ministerial-level agencies, agencies directly under the Government, and Chairmen of People's Committees of provinces and cities:

Promptly direct relevant agencies to finalize the review and proposal of projects and land (including 482 projects and land that have been notified and arising (if any)) according to the guidance of the Ministry of Finance in document No. 1244/BTC-PTHT dated January 30, 2026, ensuring compliance with the provisions of item 14 of Resolution No. 265/2025/QH15 dated December 11, 2025, 10th Session, 15th National Assembly and specific mechanisms and policies in Resolution No. 170/2024/QH15, send documents to the Ministry of Finance and update on System 751 before March 15, 2026, fully responsible for the results of the review and proposal.

For projects handled by ministries, central and local agencies according to their authority, strictly implement the Prime Minister's direction in Official Dispatch No. 14/CD-TTg dated February 15, 2026, periodically send written reports to the Ministry of Finance and update the handling results on System 751 on the 25th of each month, be responsible to the Prime Minister for delays in implementation, reports that affect the handling progress, and general removal of obstacles for the Projects of the Steering Committee.

The Ministry of Finance (Standing Agency of Steering Committee 751) urges ministries, agencies, and localities to urgently implement this Official Dispatch.
