Prime Minister requests amnesty for the right subjects, not to let negativity happen

The Prime Minister's telegram requires ensuring that amnesty work is carried out closely and to the right subjects, absolutely without any negativity or errors.

Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 28/CD-TTg dated April 3, 2025 of the Prime Minister on the implementation of amnesty work in 2025.

Accordingly, the Prime Minister requested the Ministry of Public Security to perform well the function of advising and standing the Amnesty Advisory Council; be directly responsible for directing the consideration of amnesty requests for prisoners serving sentences in prison and temporary detention centers managed by the Ministry of Public Security.

Urge, guide, and inspect ministries, branches, and localities to implement, promptly remove difficulties and problems that arise, and in cases beyond their authority, report to the special pardon Advisory Council for consideration.

The Ministry of National Defense is responsible for directly directing the strict consideration of amnesty requests for prisoners serving sentences in prizes and temporary detention centers managed by the Ministry of National Defense.

The Supreme People's Court is requested to directly direct and guide the People's Courts and Military Courts at all levels to preside over the consideration of amnesty requests for people whose prison sentences are temporarily suspended.

Ministries, branches and agencies have stated in the Instruction of the Amnesty Advisory Council to have a specific plan to implement assigned tasks; organize dissemination, dissemination, and ensure the implementation of amnesty work is unified, safe, public, and transparent, according to a strict process, to the right subjects, and in accordance with legal regulations.

Ensure the legitimate rights and interests of prisoners and those whose prison sentences are temporarily suspended, absolutely do not let negativity or errors occur.

The Chairmen of the People's Committees of provinces and centrally run cities directed sectors, People's Committees at all levels to coordinate with the Fatherland Front and mass organizations to seriously implement Decision No. 266/2025/QD-CTN on amnesty in 2025 of the President and Instruction No. 21/HD-HDTVDX of the Amnesty Advisory Council.

Accordingly, direct relevant departments, branches and People's Committees at all levels within their functions and tasks to provide full information, documents, certificates, confirmations and other necessary documents related to those requested for amnesty.

Direct authorities at all levels to coordinate with the Fatherland Front, agencies, economic organizations, unions, and social organizations in localities to actively and effectively implement Decree No. 49/2020/ND-CP of the Government detailing the implementation of the Law on Enforcement of Criminal Judgments on Community Reintegration.

Continue to monitor, manage, educate, help, teach vocational skills and create jobs for those affected by amnesty to return to the community to eliminate inferiority complex, do honest business, limit recidivism and violations of the law.

For those who are granted amnesty and have especially difficult circumstances, we should mobilize sectors, unions, and socio-economic organizations to pay attention to helping them borrow capital to do business, stabilize their lives, and integrate into the community.

Direct the Provincial Police Director to coordinate with local departments, branches, unions, and social organizations to effectively manage, educate, and help victims.

Grasp the situation and developments of the number of people granted amnesty to reside locally, do not let them affect national security and social order and safety, promptly and strictly handle those who have committed repeat crimes and violated the law.
