On October 2, Prime Minister Pham Minh Chinh chaired the 5th meeting of the National Steering Committee for the implementation of Vietnam's commitments at COP26 (COP26 Steering Committee).
In his concluding remarks, the Prime Minister stated that digital transformation, green transformation, energy transformation, and greenhouse gas emission reduction are inevitable and irreversible trends.
Therefore, greater efforts and determination are needed to better respond to climate change, including green development, clean energy transition, and implementation of COP26 commitments.
At the same time, mobilizing all resources, the whole society, the whole people to participate, in which connecting and mobilizing resources from international sources, green financial flows, technology transfer, knowledge, and experience from countries, international organizations, and investors is very important.
Specifying five common groups of tasks, the Prime Minister requested to continue focusing on perfecting institutions, policies, and laws; researching and perfecting mechanisms to attract resources, especially public-private partnership resources, non-state resources, effectively using resources, and avoiding waste.
Promote scientific research, technology development and transfer, promote innovation; build new governance methods, manage green transformation, green growth, develop circular economy; focus on training and developing high-quality human resources, grasp new technologies; promote international cooperation.
The Prime Minister noted the task of forming and developing the clean energy industry, including developing supporting industries and equipment to produce renewable energy, biomass energy, green hydrogen, green ammonia, etc.
The Prime Minister assigned the Ministry of Agriculture and Rural Development to effectively organize and implement the Project on Sustainable Development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030; promote cooperation, prepare, negotiate, sign and implement agreements on purchasing and reducing emissions from forests.
The Ministry of Transport presides over and coordinates with ministries, sectors and localities to promote the implementation of the action program for green energy conversion, reducing carbon and methane emissions in the transport sector.
The Ministry of Planning and Investment is assigned to carry out tasks to realize green growth goals associated with socio-economic development, mobilizing resources for green growth.
Ministry of Finance promotes green finance, quickly and promptly. State Bank promotes green credit sources.
The Ministry of Labor, War invalids and Social Affairs studies and perfects legal regulations and promotes action policies to reduce negative impacts on vulnerable and affected groups during the economic transition process.
The Ministry of Science and Technology continues to prioritize resources to implement scientific and technological tasks under national science and technology programs related to climate change response.
The Committee for State Capital Management at Enterprises directs its affiliated corporations and groups to continue promoting digital transformation, enhancing the application of science and technology, and innovation to create a driving force for low-emission development and spread to each key industry and field.
