The Prime Minister requested to manage gasoline and oil prices in accordance with regulations, not to exploit policies; not to let gasoline and oil retail stores stop selling goods without reason.

On March 12, the Government Office said that Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 22/CD-TTg on strengthening solutions to ensure the supply of gasoline and oil for production, business and consumption of people and businesses.

According to the telegram, the Prime Minister requested the Minister of Industry and Trade to closely monitor the developments of the world and domestic gasoline and oil markets, proactively assess the supply and demand situation, reserves and operation of the gasoline and oil distribution system to proactively implement appropriate management solutions according to their authority and legal regulations; promptly report and propose to competent authorities for contents beyond their authority.

Direct key petroleum production and trading traders to proactively develop goods source plans, ensure full supply of petroleum to the distribution system; maintain regular sales activities, sell at listed prices; closely monitor the developments of the world and domestic petroleum markets, and proactively have appropriate management solutions.

Timely regulate supply between regions and localities, ensuring proactiveness, not allowing shortages and breakdowns in gasoline and oil supply, meeting the needs of the economy and society's consumption.

Presiding over and closely coordinating with the Ministry of Finance in the management of gasoline and oil prices in accordance with the law, ensuring publicity, transparency, efficiency, not allowing policy and group interests to be exploited; harmonizing the interests between the State, people and businesses.

Coordinate with the Ministry of Finance and relevant agencies to accelerate the supplementation of national gasoline and oil reserves, complete the mechanism for exporting and allocating national reserves for gasoline and oil to respond in emergency cases according to the provisions of the Law on National Reserves and other relevant legal regulations.

The Minister of Finance closely monitors the market situation, closely coordinates with the Ministry of Industry and Trade to implement gasoline and oil price management in accordance with current legal regulations; ensures the implementation of the goal of market stabilization, inflation control and support for production and business; strengthens inspection and supervision of the establishment, management and use of the Gasoline and Oil Price Stabilization Fund by key traders in accordance with the law.

At the same time, preside over the implementation of tax policies according to regulations on gasoline and oil; promptly guide functional agencies and businesses to implement uniformly and in accordance with regulations, creating favorable conditions for gasoline and oil import activities.

The Governor of the State Bank of Vietnam directs credit institutions to continue to create favorable conditions in terms of foreign currency and credit for gasoline and oil production and business enterprises to access capital sources for import, reserve and gasoline and oil business in accordance with the law.

Ministers of Ministries: Industry and Trade, Finance, Public Security, Government Inspectorate, National Steering Committee 389, Chairmen of People's Committees of provinces and cities and heads of relevant agencies, according to their assigned functions and tasks, strengthen inspection and supervision of gasoline and oil business activities.

Promptly detect, prevent, and strictly handle according to the provisions of law acts of speculation and hoarding of goods, smuggling of gasoline and oil across borders, violations of regulations on gasoline and oil business, legal regulations on prices.... ; do not allow the situation of gasoline and oil retail stores stopping sales for no reason, causing shortages and local breakdowns in gasoline and oil supply.

Ministers of Industry and Trade, Chairmen of People's Committees of provinces and cities encourage people and businesses to use gasoline and oil sparingly, prioritize the use of public transport, electric vehicles, and biofuels to reduce dependence on mineral gasoline and contribute to green transformation.
