On May 5, the Government Office issued Notice No. 229/TB-VPCP summarizing the conclusion of Prime Minister Le Minh Hung at the meeting to review the progress of the Long Thanh airport project phase 1.
According to the announcement, the completion and commissioning of the project in 2026 is an important political task; absolutely do not let it be stalled or delayed, causing waste of social resources; affecting the prestige of the country and the state; the trust of people and businesses.
Therefore, the Prime Minister requested the Ministry of Finance to urgently approve the policy on consolidating key personnel at Vietnam Airports Corporation (ACV) according to regulations to enhance efficiency and effectiveness in project implementation direction, and complete it completely before May 7, 2026.
In the immediate future, procedures will be carried out to assign the Chairman of the Board of Directors and General Director of the Corporation according to the personnel plan of the Ministry of Finance.
At the same time, direct the Task Force to remove difficulties and obstacles in payment work, urge, support, and guide ACV to remove difficulties and obstacles related to payment and financial work of the project.
The Ministry of Construction, based on legal regulations on construction contracts, guides ministries, branches, localities, and related enterprises to remove difficulties and obstacles related to adjusting the prices of raw materials and construction materials if there are regulations in the contract.
The Ministry of Public Security is accelerating the progress of investigation and handling of violations and errors in the project implementation process, ensuring strict handling of violating organizations and individuals according to legal regulations; at the same time, providing opinions to support ACV in paying for the volume already implemented according to reality.
Soon have opinions on key personnel of ACV at the request of the Ministry of Finance, as a basis for the Ministry of Finance to approve the policy of consolidating key leadership personnel at ACV according to regulations before May 7, 2026.
ACV is fully responsible for the progress and quality of Component Project 3 and other related tasks; based on the project completion requirements in 2026, develop detailed implementation plans daily associated with the responsibility of each individual as a basis for monitoring, urging, directing and weekly reporting to the Ministry of Finance, the Ministry of Construction, the Steering Committee and the Government Office.
Based on the results of working with the Department of Police for Investigation of Corruption, Economic Crimes, and Smuggling, review the dossiers of the completed acceptance volume of each contractor to date to pay contractors according to regulations; in case there are still difficulties and obstacles in the implementation process, continue to work directly with C03 for support and guidance.
Proactively handle difficulties and obstacles according to authority; in cases exceeding authority, summarize and report to competent authorities for consideration and decision; recommendations must be specific, clear in content, clear in handling plans, clear in agency, clear in time, and overcome the situation of general proposals.
For other related tasks, the Ministry of Finance and ACV proposed that the State Audit Office immediately conduct audits of packages and work items already carried out in the project to support investors and contractors to proactively prevent and have solutions to handle errors in the implementation process.
The People's Committees of Ho Chi Minh City and Dong Nai directed to prioritize allocating materials and supporting human resources for the Project to accelerate the implementation progress.
