On April 3, the Government Office said that it had just issued Notice No. 166/TB-VPCP concluding the Prime Minister Pham Minh Chinh's inspection of the progress of the Long Thanh International Airport (Long Thanh airport) phase 1 project and connecting traffic routes.
In the notice, the Prime Minister requested the Ministry of Construction to direct the investor and contractors of the bidding packages to focus on completing the remaining works at the construction site such as connecting technical infrastructure, fire prevention and fighting, environmental sanitation, and surrounding landscape to ensure brightness, greenness, cleanliness, beauty, civilization, and modernity.
The runway and the taxiway and landing pad system have now completed construction on December 19, 2025 to serve the first technical flight; in the coming time, it is necessary to focus on completing to ensure brightness, greenness, cleanliness, and beauty, and at the same time accelerate the deployment of runway No. 2 to ensure synchronous completion with the Project and meet the committed progress (currently output has reached over 65%).
Regarding the gasoline, oil, electricity, water, and telecommunications supply system for the project, the Prime Minister requested the People's Committee of Dong Nai province and ACV to review and ensure, direct investors and construction contractors to focus resources and accelerate the implementation progress to ensure completion before June 30, absolutely not to affect the completion progress and commercial operation of the project.
Projects serving state management agencies (DATP1) are currently basically completed, requesting ministries that are managing agencies and investors of projects to review and complete the connection infrastructure system, fire prevention and fighting, carry out handover procedures and put them into use; complete in April 2026.
The Prime Minister requested the Ministry of Public Security to direct its affiliated agencies to urgently accelerate the investigation and handling of violations and errors in the project implementation process, ensuring clear people, clear tasks, and clear responsibilities.
The Ministry of Finance, the Ministry of Construction, ACV, and relevant agencies and units need to focus on removing obstacles related to payment to contractors for volumes already implemented at the construction site on the principle of strictly handling cases of law violations, embezzlement, and corruption according to the law.
At the same time, there must be timely payment solutions for contractors and packages of work items to strictly and in accordance with legal regulations according to the direction of the Standing Committee of the Government.
Ministers of Finance and Construction immediately establish working groups to thoroughly handle obstacles related to the payment of completed volumes of the project; obstacles in supply sources, prices of raw materials, fuel and construction materials for the project.
Regarding railway traffic connection solutions, the Prime Minister requested the Ho Chi Minh City People's Committee to accelerate the preparation for investment in the Thu Thiem - Long Thanh urban railway line, striving to start construction in June 2026; accelerate the construction progress of Metro line No. 2, Tham Luong - Ben Thanh section, which was newly started in early 2026.
Dong Nai Provincial People's Committee is accelerating the progress of investment preparation, soon allocating resources to implement Metro Line 1 project, Ben Thanh - Suoi Tien section extending through the center of Dong Nai province to Long Thanh, striving to start construction in 2026.
In the process of researching and implementing projects, it is proposed that the People's Committees of Ho Chi Minh City and Dong Nai province agree on solutions and technologies to ensure synchronization, connection, and intercommunication between projects.
The Ministry of Finance urgently consolidates the apparatus and personnel organization at ACV according to regulations, completing before April 15, 2026.
