On July 14 and 15, 2025, in Hanoi, the Party Committee of the Ministry of Foreign Affairs held the 1st Congress of Delegates for the 2025-2030 term. On the morning of July 15, Politburo member and Prime Minister Pham Minh Chinh attended and gave a speech.
Prime Minister Pham Minh Chinh emphasized the outstanding results of the Party Committee of the Ministry of Foreign Affairs in the 2020-2025 term, contributing to creating an environment of peace, stability, cooperation and development, protecting the country early and from afar.
The foreign policy of independence, self-reliance, multilateralization and diversification has been consistently implemented. From 2020 to present, Vietnam has expanded diplomatic relations from 189 to 194 countries; increased the total number of strategic partners and comprehensive partners to 37 countries; established relations from a strategic partnership level or higher with all 5 permanent members of the United Nations Security Council, the G7 countries and most of the G20 countries.
Economic diplomacy is promoted, becoming an important content in high-level foreign affairs activities.
Cultural diplomacy, foreign information, overseas Vietnamese, consulates, and citizen protection work were implemented promptly and effectively.
The three pillars of Party foreign affairs, State diplomacy and people's foreign affairs are closely coordinated, contributing to deepening relations with partners, enhancing the role and prestige of the country and the Party in the international arena.
The work of building and rectifying the Party is focused on; the organizational apparatus continues to be streamlined in accordance with the spirit of Resolution 18 of the Central Committee.
The Prime Minister suggested, analyzed, and emphasized a number of key and specific tasks for delegates to continue researching and discussing in the Congress.
Firstly, seriously grasp and effectively organize the implementation of the Party's resolutions, policies and guidelines, especially the Resolution of the 14th National Congress, the Resolution of the 1st Government Party Congress and the Resolution of the 1st Ministry of Foreign Affairs Party Congress.
Second, promote the pioneering, proactive and active role in implementing the foreign policy of independence, self-reliance, diversification, multilateralization, being a friend, a trusted partner, a responsible member of the international community; continue to deepen the "bamboo tree exchange mission" in foreign countries, protecting national interests, contributing to the implementation of two strategic tasks and two 100-year goals.
Third, closely monitor the world situation, grasp regional developments, promptly advise the Party and State on strategic and sensitive issues, especially regarding "partners and subjects".
Fourth, contribute to economic development, promote extensive international integration, closely connect foreign and domestic affairs; effectively implement three pillars, three strategic breakthroughs, develop a green, circular, knowledge-based and sustainable economy.
Fifth, promote cultural exchanges, internationalise ethnic culture, promote heritage values for development.
Sixth, building a clean and strong Party Committee; promoting the democratic spirit, responsibility, and aspiration to contribute of diplomatic staff, each diplomatic staff must be a pioneer soldier on the foreign front.
The Congress also announced the decisions of the Party Committee at the upper level to appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary of the Party Committee, and the Inspection Committee of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term.
Comrade Bui Thanh Son, member of the Party Central Committee, Deputy Prime Minister, Minister of Foreign Affairs, holds the position of Secretary of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term; Comrade Nguyen Manh Cuong, member of the Party Central Committee, Deputy Minister of Foreign Affairs, holds the position of Permanent Deputy Secretary of the Party Committee; Comrade Nguyen Minh Vu, Alternate Member of the Party Central Committee, Permanent Deputy Minister of Foreign Affairs, holds the position of Deputy Secretary of the Party Committee.
