The Government has just issued Decree No. 28/2025/ND-CP dated February 24, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs.
According to the Decree, the organizational structure of the Ministry of Foreign Affairs includes:

2, Chau My Department;
3, Northeast Asia Department;
4, Southeast Asia - South Asia - South Pacific;
5, Middle East - Africa Department;
6, Department of Foreign Policy;
7, Department of Economic diplomacy;
8, ASEAN Department;
9, Department of International Organizations;
10, Department of Law and International Treaties;
11, Department of Press Information;
12, Department of Organization and Personnel;
13, Ministry Office;
14, Inspectorate of the Ministry;
15, Department of Infrastructure - Information Technology;
16, Consular Department;
17, Department of State New Ceremonies and Foreign Translators;
18, Department of Foreign Affairs and Cultural diplomacy;
19, Department of Finance Administration;
20, Ho Chi Minh City Department of Foreign Affairs;
21, National Border Committee;
22, State Committee for Overseas Vietnamese;
23, Diplomatic Academy;
24, The World and Vietnam Newspapers;
25, Vietnamese representative agencies abroad.
The organizations specified from 1 to 22 above are organizations assisting the Minister of Foreign Affairs in performing state management functions; the organizations specified from 23 to 24 are public service units under the Ministry of Foreign Affairs.
The organizations specified in 25 are the agencies representing Vietnam abroad established by the Government and directly managed by the Ministry of Foreign Affairs.
The European Department is organized with 5 departments; the Departments: Cadre Organization, Law and International Treaties are organized with 4 departments; the Departments: Asia, Northeast Asia, Southeast Asia - South Pacific, Middle East - Africa are organized with 3 departments.
The Minister of Foreign Affairs submitted to the Prime Minister to stipulate the functions, tasks, powers and organizational structure of the Diplomatic Academy and promulgate a list of other public service units under the Ministry of Foreign Affairs.
The Minister of Foreign Affairs shall prescribe the functions, tasks, powers and organizational structure of organizations under the ministry, except for the Diplomatic Academy.
The Decree clearly states that the Ministry of Foreign Affairs performs the tasks and powers prescribed in the Law on Government Organization, Government regulations on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies and performs the following tasks and powers:
Preside over, coordinate research, synthesize and propose issues related to the protection of sovereignty and interests of the State, the legitimate rights and interests of Vietnamese organizations and citizens abroad according to the provisions of Vietnamese law, international law and the assignment of the Prime Minister.
Regarding representation in foreign affairs activities of the Party and State, the Ministry of Foreign Affairs is responsible for representing the Party and State in foreign affairs and diplomacy with countries and inter-governmental international organizations; conducting foreign affairs activities of the Party and State according to regulations.
Propose that the Prime Minister submit to the National Assembly Standing Committee for approval the proposal to appoint and dismiss the position of honoraryate ambassador; recommend that the Prime Minister submit to the President for decision to appoint and recall the honoraryate ambassador, representative of the President at international organizations.
