Prime Minister requests to strengthen railway traffic order and safety

There have been 65 railway traffic accidents nationwide, killing 45 people and injuring 16 people in the first 7 months of 2025.

Deputy Prime Minister Tran Hong Ha has just signed Directive No. 22/CT-TTg dated August 18, 2025 of the Prime Minister on strengthening solutions to ensure railway traffic order and safety.

The Directive clearly states that the safety of railway traffic is still complicated, posing many potential risks of causing traffic accidents. In 2024, there were 120 railway traffic accidents, killing 83 people and injuring 26 people; 98 cases of throwing soil and rocks onto ships, injuring 1 person, breaking 107 glass doors of all kinds, affecting traffic safety and social order and safety.

In the first 7 months of 2025, there were 65 railway traffic accidents, killing 45 people and injuring 16 people.

In the coming time, the Prime Minister requested the Minister of Construction to direct the strengthening of state management in railway transport activities, strictly implementing regulations on railway business conditions.

Coordinate with local authorities to review vulnerable locations on railway lines, bridges, railway tunnels, and level crossings, detect potential locations for railway traffic accidents, and shortcomings in traffic organization at level crossings, and propose remedial measures.

The Ministry of Construction proactively coordinates with local authorities and police forces to increase patrols, control, and strictly punish violations of railway traffic safety corridors, violations at crossings, and self-opened crossings across railways according to regulations.

At the same time, proactively provide cross-line locations and railway intersections to organizations providing tour guide information services integrated into the database to warn users before crossing with the railway.

The Ministry of Construction strengthens inspection and handling of violations of railway infrastructure.

Closely coordinate with local authorities to organize the implementation of eliminating self-opened crossings, handling violations of railway traffic safety corridors, building service roads...; urgently organize the completion of repairs and full replenishment of the signal information system at 184 level crossings with guards.

The Prime Minister requested the Minister of Public Security to direct the police of units and localities to develop and implement thematic plans on ensuring order and safety of railway traffic; strengthen inspection of road vehicle drivers participating in traffic at level crossings and self-opened crossings.

Check compliance with regulations on safety for railway vehicles, standards, conditions and compliance with working procedures of railway staff directly serving train drivers... to promptly detect and strictly handle violations according to regulations.

The Investigation Police Agency strictly handles railway traffic accidents in accordance with the provisions of law.

In addition to determining the direct cause of traffic accidents, the investigation process must determine and clarify the causes related to the responsibilities of collectives and individuals in state management and performing public duties to serve the work of preventing and handling traffic accidents accurately, objectively and in accordance with regulations.

Timely detect and propose solutions to shortcomings and inadequacies in railway infrastructure, railway vehicles, railway staff, railway management, exploitation and operation.
