The Party Central Committee Office has just issued a Notice of Conclusion of General Secretary and President To Lam at the working session with the Central Organization Committee on the focus of Party building work, organizational and personnel work in the spirit of the 14th Party Congress Resolution (Notice No. 90-TB/VPTW, dated June 10, 2026).
The General Secretary and President concluded as follows:
First, unify the awareness that Party building, organization, and cadre work are core elements of national governance.
Cadres must be steadfast and wise in their guidelines, strong in implementation, sharp in forecasting, pioneering in science and technology, proactive in creating development, close to the people, close to the people and for the people; overcome stagnation, conservatism, weakness, bureaucracy; prevent and combat degradation in political ideology, morality, and lifestyle.
Second, innovate the leadership and ruling methods and improve the Party's organizational and implementation capacity.
Third, continue to improve and operate the new organizational model effectively. Continue to review and improve the functions, tasks, powers, organizational structure, coordination mechanisms, working relationships, and digitization of operations of agencies and units after arrangement; overcome the situation of overlap, duplication, omission of tasks or avoidance, and shirking of responsibility.
Implement the principle that one task is only assigned to one agency to preside over and be primarily responsible; one agency can preside over many tasks.
Fourth, fundamentally and comprehensively innovate cadre work, considering cadre evaluation as a breakthrough.
Requirements for cadres in the new period are not only to be firm in political bravery, loyal to the Party, national and ethnic interests, have pure morality, exemplary lifestyle, but also to have strategic thinking, modern management, organizational implementation capacity, ability to handle and solve new, difficult, complex problems arising from practice; to have the spirit of daring to think, daring to do, daring to take responsibility for the common good. Selection, assignment, and appointment of cadres must ensure the right people, the right jobs, the right capacity, the right strengths, and the right authority.
Cadre evaluation is a key step, it must be fair, objective, and substantive, based on the trust of the collective, taking the results and efficiency of completing the political functions and tasks of the collective, and the responsibilities and tasks of individuals as a measure. It is necessary to create a breakthrough in the appointment of cadres, especially heads.
Resolutely overcome the situation of "uniformity" in cadre evaluation; slow replacement of cadres who avoid, push, and fear responsibility; not recognizing, protecting and using cadres who dare to think, dare to do, dare to take responsibility, have products, and have prestige.
Seriously and substantively implement the policy of "having entering, having exiting", "having going up, having going down"; promptly dismiss, resign, and replace cadres with limited capacity, low prestige, and not meeting task requirements through quarterly and annual cadre evaluations.
Pay attention to building a team of strategic-level officials and grassroots officials. In which, strategic-level officials must have vision, intelligence, bravery, systematic thinking, capacity to plan and handle major, new, difficult, and complex issues; grassroots officials must be close to the people, close to the people, understand the people, respect the people, have persuasion, dialogue, work resolution and serving the People skills.
Research mechanisms and policies to promote articulation in personnel work between inside and outside the State sector; have mechanisms and policies to attract, use, and value talents, especially in strategic fields.
Fifth, consolidate grassroots Party organizations, and improve the quality of Party members.
Sixth, control power, tighten discipline and order, prevent and combat corruption, wastefulness, and negativity. Resolutely fight against group interests, localism, factionalism, running for positions, running for power; strictly implement regulations on power control.
Seventh, promote digital transformation in Party building work.
