Within the framework of the official visit to the Russian Federation and co-chairing the second consultation session in the maritime field, on the morning of May 22 (local time), at the headquarters of the Russian Federation Security Council in Moscow, General Phan Van Giang - Member of the Politburo, Deputy Prime Minister, Minister of National Defense and the high-level delegation of the Vietnamese Ministry of National Defense met with General Sergei Kuzhugetovich Shoigu - Secretary of the Russian Federation Security Council.
Also participating in the delegation's activities were Senior Lieutenant General Nguyen Van Gau - Member of the Party Central Committee, Deputy Minister of National Defense.
At the meeting, General Phan Van Giang was pleased to see that the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation are developing well in all fields, in which defense and energy - oil and gas cooperation relations continue to be identified as important pillars.
On this occasion, General Phan Van Giang respectfully thanked the Ministry of Defense of the Russian Federation and the Russian Federation Security Council for their concern, creating favorable conditions and allocating scholarships for training for Vietnamese soldiers.
Recalling the good impressions and results achieved during his visit and working trip to Vietnam in December 2025, and congratulating General Phan Van Giang on being approved by the Vietnamese National Assembly to be appointed Deputy Prime Minister and Minister of Defense, General Sergei Kuzhugetovich Shoigu affirmed that the Russian Federation prioritizes developing a comprehensive strategic partnership with Vietnam.
General Sergei Kuzhugetovich Shoigu wished that in the coming time, the two sides would continue to closely coordinate to effectively implement the agreements reached within the framework of visits, meetings, and contacts of senior leaders of the two countries, contributing to consolidating trust and strengthening cooperative relations between the Ministry of National Defense of Vietnam and the Russian Federation Security Council.
Exchanging views on measures to promote Vietnam-Russian Federation defense cooperation relations to become increasingly in-depth, substantive, and effective in the spirit of unity between the senior leaders of the two countries, the two sides agreed to continue to coordinate and implement the agreed cooperation contents, including:
Strengthen experience exchange; promote cooperation in humanitarian bomb and mine clearance; education and propaganda of military history to further strengthen the good traditional friendly relations between the two countries; promote training cooperation; enhance the operational efficiency of the Vietnam - Russia Tropical Center by promoting cooperation in technology transfer, occupational medicine, research on marine and island resources and environment, conservation and restoration of ecosystems and marine environment.
