Enthusiastically welcoming Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation, Chairwoman Valentina Matviyenko thanked Prime Minister Pham Minh Chinh for his great contributions to the relations between the two countries in the past time and expressed her belief that the Prime Minister's visit will create new momentum, contributing to consolidating and further deepening the traditional friendly relations and Comprehensive Strategic Partnership between Vietnam and the Russian Federation.

Chairwoman Valentina Matviyenko congratulated Vietnam on successfully organizing the election of the 16th National Assembly and People's Councils at all levels, and expressed her belief that the new National Assembly will continue to cooperate closely and constructively with the Russian Federation Parliament, promoting Vietnam - Russian Federation relations to continue to develop strongly.

On behalf of the Government and people of Vietnam, Prime Minister Pham Minh Chinh thanked Chairwoman of the Russian Federation Council Valentina Matviyenko, a beloved and long-time friend of Vietnam, for giving the high-level Vietnamese delegation a respectful and friendly welcome.

Congratulating the achievements that the Russian Federation has achieved in socio-economic development, Prime Minister Pham Minh Chinh also said that in recent years, Vietnam has continued to develop stably, achieved important and comprehensive achievements, in which in 2025, Vietnam has completed all socio-economic targets.

The two sides also agreed to continue to promote the role of the two National Assemblies, coordinate to supervise the implementation of agreements reached between the two governments in the fields of economy - trade, energy - oil and gas, science - high technology, security - defense, human resource training and infrastructure; support the removal of legal obstacles to promote effective cooperation in the new era; promote cultural and tourism cooperation, people-to-people exchanges and connecting cooperation between localities.

Welcoming the results achieved at the talks between Prime Minister Pham Minh Chinh and Prime Minister Mikhail Mishustin, Chairwoman Valentina Matviyenko affirmed her support for Vietnam's proposals and will make efforts to cooperate and support to effectively implement the commitments made by the two sides in practice.

The Chairman of the Russian Federation Council emphasized that in the current context, the two sides need to promote energy - oil and gas cooperation, and at the same time, need to attach importance to humanitarian cooperation, promote people-to-people exchanges, education and training, tourism, and cultural exchange to enhance the understanding of the people of the two countries.

Chairwoman Valentina Matviyenko said that the two sides need to promote local cooperation, effectively implement existing relationships, and promote the establishment of new local pairs, especially after Vietnam has just rearranged its administrative boundaries, to further improve the effectiveness of this cooperation field.

Prime Minister Pham Minh Chinh requested the Council of the Russian Federation to continue to support and create favorable conditions for the Vietnamese community in Russia to integrate with the host country, making positive contributions to the socio-economic development of the Russian Federation and the friendly relations between the two countries.

The two sides also exchanged views on strengthening coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) and the Asia-Europe Parliamentary Partnership (ASEP) Conference, contributing to peace, cooperation and sustainable development.
