On the morning of May 21 (local time), at the headquarters of the Russian Federation Ministry of Defense in Moscow, Minister of Defense of the Russian Federation Andrey Removich Belousov chaired a ceremony to welcome General Phan Van Giang, Member of the Politburo, Deputy Prime Minister, Minister of Defense and the high-level delegation of the Ministry of National Defense of Vietnam on an official visit to the Russian Federation, co-chairing the second consultation session in the field of the sea.
The delegation included Senior Lieutenant General Nguyen Van Gau, Member of the Party Central Committee, Deputy Minister of National Defense.

At the talks immediately after the welcoming ceremony, the two Ministers assessed that, based on the results of the talks between the Ministers of National Defense of the two countries in August 2024, with the close attention of the senior leaders of the two countries and with the determination and efforts of both sides, bilateral defense relations are increasingly consolidated and strengthened, worthy of the important pillar role in the overall Vietnam - Russian Federation relationship, achieving many outstanding results in the fields of:
Exchange of delegations, contacts at all levels, especially high levels; cooperation between agencies and units of the two Ministries of National Defense; training cooperation; scientific and technological research cooperation within the framework of the Vietnam - Russia Tropical Center; actively supporting and participating in international multilateral activities organized by each side; closely coordinating in cooperation mechanisms led by ASEAN, including the ASEAN Defense Ministers' Meeting Expanded Meeting (ADMM+).
In order to raise the level of bilateral defense cooperation to become increasingly in-depth, substantive, and effective in the spirit of unity between the senior leaders of the two countries, based on the proposal of General Phan Van Giang, the two sides agreed to continue to coordinate in implementing the agreed cooperation contents, focusing on contents such as:
Effectively implement signed cooperation documents; exchange and sign new cooperation documents, suitable to the needs of both sides; exchange experiences; cooperation in humanitarian bomb and mine clearance, education and military history propaganda between the two countries; training cooperation; promoting cooperation between the Vietnam - Russia Tropical Center and units of the Russian Ministry of Defense.
General Phan Van Giang respectfully thanked the Russian Ministry of Defense for allocating training targets for the Vietnamese Ministry of Defense; affirmed that the Vietnamese Ministry of Defense is ready to receive Russian soldiers to study Vietnamese and attend international defense officials courses at academies and schools.
Also at the talks, General Phan Van Giang respectfully invited leaders of the Ministry of National Defense and defense industry enterprises of the Russian Federation to attend and participate in displaying products at the 3rd Vietnam International Defense Exhibition in December 2026, contributing to the overall success of the event.
After the talks, the two sides signed a number of important documents, creating a solid basis for implementing cooperation in the coming time.
Also on May 21, General Phan Van Giang and the high-level delegation of the Vietnamese Ministry of National Defense came to lay flowers in commemoration at the Statue of President Ho Chi Minh and plant memorial trees; laid wreaths in commemoration at the Monument to Unknown Martyrs in Moscow.
