Promoting Vietnam - Myanmar cooperation relations to develop more substantively and effectively

General Secretary and President To Lam emphasized that Vietnam - Myanmar need to effectively implement cooperation mechanisms, creating a basis to promote the development of the two countries' relations.

On the morning of September 5, in Hanoi, within the framework of the official visit to Vietnam by Myanmar President Min Aung Hlaing and his wife, after the official welcoming ceremony, General Secretary and President To Lam held talks with Myanmar President Min Aung Hlaing.

According to the Ministry of Foreign Affairs, at the talks, General Secretary and President To Lam warmly welcomed President Min Aung Hlaing and the high-level delegation of Myanmar on an official visit to Vietnam; affirmed that the visit is of great significance, taking place in the context of the traditional friendly relationship and Comprehensive Cooperation Partnership between Vietnam and Myanmar taking new steps, contributing to consolidating political trust, creating motivation to promote cooperative relations between the two countries to develop more and more substantively and effectively, for the benefit of the people of the two countries, for the development of the two countries, contributing to peace, stability and development in the region.

In a friendly and open atmosphere, the two leaders exchanged views on the situation of each country and areas of cooperation in bilateral relations.

General Secretary and President To Lam emphasized that the two sides need to promote and effectively implement existing bilateral cooperation mechanisms, creating a basis to promote the increasingly deep and substantive development of the two countries' relations in the new period.

The two leaders agreed to continue to promote the effectiveness of defense and security cooperation to become a pillar in the relations between the two countries, expand cooperation in training, exchange of young officers, rescue and relief, and disaster recovery; strengthen information exchange, coordinate in preventing and combating transnational crime, drug crime, human trafficking, high-tech crime, and online fraud. The two leaders reaffirmed their commitment not to allow any individuals or organizations to use the territory of one country against another.

Regarding economic, trade and investment cooperation, the two sides agreed that this is an area with much room for development. The President of Myanmar affirmed that Myanmar will pay attention to and remove difficulties, create a favorable environment for Vietnamese businesses to invest and do long-term and stable business in Myanmar; agreed to encourage expanding cooperation in areas where the two sides have complementary strengths and substantial needs such as high-tech agriculture, food processing, telecommunications and information technology, digital transformation, energy, transport infrastructure; agreed to promote strengthening aviation connectivity and tourism cooperation.

President Min Aung Hlaing shared that Myanmar is interested in developing a digital government, a digital economy, strengthening the construction and upgrading of telecommunications infrastructure; expressed his desire for Vietnamese businesses to actively participate and expand cooperation with Myanmar businesses in areas where Vietnam has strengths and Myanmar has needs.

President Min Aung Hlaing highly appreciated the cooperation between the two sides in the fields of education and training, culture and people-to-people exchanges; requested the two sides to further promote the depth of cultural connection, promote exchanges between people of all strata, especially the young generation, through student and lecturer exchange programs, contributing to improving and raising the quality of human resources serving national development.

General Secretary and President To Lam emphasized that Vietnam is ready to share experiences in national development, ensuring economic security, promoting sustainable growth, macroeconomic stability, policy planning, socio-economic management, putting people at the center, promoting internal strength associated with proactive international integration, and effectively utilizing external resources to serve national development.

Regarding regional and international issues of common concern, the two leaders agreed to strengthen exchanges at regional and international cooperation mechanisms, including ASEAN and Mekong Subregion mechanisms.

President Min Aung Hlaing thanked Vietnam for consistently supporting Myanmar in the process of building and developing the country, as well as at ASEAN and regional and international forums.

The two sides emphasized the importance of maintaining peace, stability, security, safety, freedom of navigation and aviation in the East Sea; resolving disagreements and disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The two sides also agreed to strengthen exchanges and share experiences in strategic areas of the region such as connecting transport infrastructure between countries in the Mekong sub-region including Vietnam, Laos and Myanmar; cooperation in sustainable management and use of water resources.

The two leaders agreed to direct relevant agencies of the two countries to closely coordinate so that Myanmar can successfully assume the role of Chairman at the upcoming ACMECS Summit held in Vietnam.
