At the 2nd Plenum of the 14th Central Committee, the Central Executive Committee gave opinions on summarizing 20 years of implementing Resolution No. 3 of the 10th Central Committee on strengthening the Party's leadership in the work of preventing and combating corruption and wastefulness.
The Party Central Committee unanimously assessed: After 20 years of implementing Resolution No. 3 of the 10th Central Committee, the work of preventing and combating corruption, wastefulness, and negativity (TNLPTC) has been led and directed drastically, persistently, synchronously, and comprehensively, achieving many very important results, with strong progress and major breakthroughs; thinking and methods of leadership and direction continue to be innovated; institutions, mechanisms, policies, and laws are gradually being improved; inspection, supervision, examination, audit, investigation, prosecution, trial, control of power and preventive measures have been strengthened, contributing to curbing, preventing, and repelling TNLPTC.
However, this work still has shortcomings and limitations; institutions, policies, and laws in some fields are still inadequate; power control and prevention are not effective; asset recovery is still difficult; TNLPTC in some fields is still complicated.
The Party Central Committee highly agreed on the necessity of issuing a new Resolution for the next period. The draft Resolution inherits, supplements, and develops the viewpoints, policies, and solutions on TNLPTC prevention and control of Resolution No. 3 of the 10th Central Committee and directives, conclusions, and regulations of the Party on TNLPTC prevention and control.
The draft Resolution identifies 7 groups of key tasks and solutions, including:
(1) Enhance the role, responsibility, pioneering spirit, exemplary behavior, and practice integrity culture of Party committees, Party organizations, heads, and cadres and party members in TNLPTC prevention and control.
(2) Improve institutions and laws to be complete, synchronous, unified, feasible, ensuring strictness and clear responsibility.
(3) Strictly control power, implement synchronously and effectively solutions to prevent TNLPTC.
(4) Detecting and handling promptly, synchronously, strictly, humanely, persuasively, effectively, without forbidden zones, without exceptions.
(5) Creating strong and breakthrough changes in practicing thrift and combating wastefulness throughout society.
(6) Promote information and propaganda; mobilize the strength of the entire political system and the People in preventing and combating TNLPTC.
(7) Continue to consolidate the organizational structure, strengthen coordination between functional agencies to prevent and combat TNLPTC; expand international cooperation on corruption prevention and control.
There are 3 major policies that have been agreed upon and highly unified by the Party Central Committee, specifically:
(1) Regarding the policy of amending the Penal Code, the Criminal Procedure Code and relevant laws and issuing special resolutions of the National Assembly to institutionalize and immediately apply the Party's guidelines and viewpoints when legal regulations have not been amended.
(2) Regarding the views and principles of handling violations in cases and incidents.
(3) Regarding the regulations on the authority of the Politburo, the Central Steering Committee for TNLPTC prevention and control in leading and directing TNLPTC prevention and control work.
The promulgation of the new Resolution affirms the Party's determination to resolutely and persistently fight to prevent and repeal TNLPTC; develop in parallel with strengthening discipline and order; prevent and combat TNLPTC associated with promoting socio-economic development, serving the goal of continuous "double-digit" growth in the coming years; contributing to the successful implementation of 2 100-year strategic goals set out by the Resolution of the 14th Party Congress.
