One of the key tasks mentioned by General Secretary To Lam - Head of the Central Steering Committee on preventing and combating corruption, waste and negativity - in the meeting of the Standing Committee of the Steering Committee on October 30 is: Building a culture of integrity, no corruption, waste and negativity among cadres, party members and people, creating a strong spread in society.

On the morning of October 30, in Hanoi, General Secretary To Lam chaired a meeting of the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity (Steering Committee) to discuss and give opinions on the situation and results of handling corruption and negativity cases and incidents since the 26th Session (August 14) to date and the policy of handling a number of cases and incidents under the monitoring and direction of the Steering Committee.

At the meeting, the Standing Committee of the Steering Committee announced the Politburo's Decision on adding functions and tasks on waste prevention and control to the Central Steering Committee on Corruption and Negativity Prevention and Control to promote the work of preventing and controlling corruption, negativity and waste prevention; and at the same time announced the Decision on perfecting the Steering Committee.

Accordingly, the Steering Committee is called the Central Steering Committee on Prevention and Control of Corruption, Waste and Negativity (PCTNLPTC). The Standing Committee of the Steering Committee discussed and gave opinions on the situation and results of the direction of handling corruption and negativity cases and incidents since the 26th Session up to now.

On the afternoon of October 30, the Central Internal Affairs Committee held an announcement of the results of the Standing meeting of the Central Steering Committee on Anti-Corruption.

Mr. Dang Van Dung - Deputy Head of the Central Internal Affairs Commission - said that, regarding the general assessment, General Secretary To Lam emphasized that since the 26th Session of the Steering Committee up to now, our country has witnessed many important events, especially the success of the 10th Central Conference, which has created confidence and new momentum for the era of national development and advancement. In particular, the work of preventing and combating corruption and negativity continues to be promoted in depth, increasingly mature, meeting practical requirements, achieving many important results, constantly, without rest, putting the interests of the nation - people, of the Party above all, best serving the task of socio-economic development.

Regarding the outstanding results, General Secretary To Lam emphasized 3 drawn issues.

Firstly, the synchronous, close, smooth and methodical coordination of agencies in the stages of inspection, examination, auditing, investigation, prosecution, trial and handling of corruption and negative cases has contributed to promoting, resolutely and in accordance with Party regulations and State laws in handling corruption and negative cases.

Second, the sense of responsibility and efforts of agencies in implementing tasks and removing difficulties and obstacles have been raised, and many issues have had clear changes.

Third, the trust and consensus of cadres, party members and people in the work of preventing and combating corruption and negativity continue to be strengthened.

Building a culture of integrity, no corruption, waste, or negativity

Mr. Dang Van Dung said that in the coming time, General Secretary To Lam - Head of the Steering Committee - requested that the work of PCTNLPTC must closely follow and serve the two important tasks identified by the 10th Central Conference, which are to accelerate and make breakthroughs to complete the goals set out in the Resolution of the 13th National Congress and prepare well to successfully organize the 14th National Party Congress, "must both direct the continued promotion of anti-corruption and negativity, and pay attention to directing the promotion of anti-waste; must link anti-corruption and negativity with anti-waste; determine that anti-waste has an equivalent position to anti-corruption and negativity".

In particular, it is necessary to focus on performing well a number of key tasks:

Firstly, it is necessary to study and direct resolutely to immediately implement key and breakthrough tasks in preventing and combating waste, creating a new momentum and strong changes in this work. Secondly, to strengthen the work of preventing and combating waste, associated with accelerating and making breakthroughs in socio-economic development, completing the goals of the Resolution of the 13th National Party Congress. Thirdly, to effectively carry out the work of preventing and combating waste to serve the implementation of Directive 35 of the Politburo on organizing Party Congresses at all levels towards the 14th National Party Congress.

Fourth, build a culture of integrity, no corruption, waste, and negativity among cadres, party members, and people, creating a strong spread in society. General Secretary To Lam requested that the practice of integrity, no corruption, waste, and negativity must become a "voluntary" and "self-conscious" act, "like daily food, water, and clothes". It is necessary to encourage cadres, party members, and people to increase the practice of thrift, create a habit of valuing working time, money, state assets, and people's efforts. Fifth, continue to create strong changes in the work of anti-corruption at the local and grassroots levels according to the motto of preventing and combating corruption, waste, and negativity from the grassroots level, from the Party cells.

"At the same time, the General Secretary also requested that anti-corruption, waste and negativity must not be taken advantage of to hinder development activities or for personal gain," Mr. Dang Van Dung informed.
