The Ministry of National Defense has just issued Circular No. 95/2024/TT-BQP guiding the implementation of bonus regimes (annual bonuses and extraordinary bonuses) for subjects receiving salaries from the state budget under the management of the Ministry of National Defense.
This regime applies to the following subjects: officers, professional soldiers, defense workers, defense officials and civil servants working in the army; people working in cryptography, people working in other cryptography organizations at the Government Cipher Committee and related agencies, organizations and individuals.
The notable content is about the annual bonus regime, subjects evaluated and classified as having excellently completed their tasks will be rewarded with 4 times the basic salary in 2024. From 2025 onwards, the bonus will be 8 times the basic salary.
Also according to the circular, the subjects are evaluated and classified as having completed their tasks well: In 2024, the bonus is equal to 3.5 times the basic salary; from 2025 onwards, the bonus is equal to 7 times the basic salary.
Subjects are evaluated and classified as having completed their tasks: In 2024, the bonus is 1.5 times the basic salary; from 2025 onwards, the bonus is 3 times the basic salary.
Circular No. 95 also stipulates that if subjects receive salary from the state budget for 7 months or more, the bonus level is equal to 1 time the above levels; if subjects receive salary from the state budget for less than 7 months, they will receive 1/2 of the above bonus level.
Regarding the extraordinary bonus regime, subjects are entitled to the extraordinary bonus regime when they have extraordinary work achievements made in unforeseen circumstances, occurring outside of the plan or outside of the regular tasks that the individual is assigned to undertake.
The level of special bonuses is implemented according to the special bonus regulations of the Ministry of National Defense.
In case the subject has outstanding work achievements and is considered by the competent authority for promotion or salary increase ahead of schedule but has held the highest rank of the position or title held; has held the last salary grade in the current salary type or group; or if the outstanding work achievements are reserved but there is not enough working time left to be promoted or salary increase ahead of schedule or at the same time has other achievements that qualify for consideration for promotion or salary increase ahead of schedule, in addition to the above-mentioned outstanding bonus, an additional amount of money equal to one month's salary as the basis for social insurance payment shall be considered at the time of the outstanding work achievements.
In case of performing the same task that qualifies for multiple bonus levels, only the highest bonus level will be awarded.
This Circular takes effect from December 25, 2024. The annual bonus regime prescribed in this Circular shall be implemented from July 1, 2024.
