On April 16, the Government Inspectorate in collaboration with the People's Committee of Ho Chi Minh City held a regular citizen reception in April. The citizen reception was chaired by Deputy General Inspector of the Government Duong Quoc Huy and the participation of the Head of the Central Citizens Reception Committee Nguyen Hong Diep.
Citizens were followed by Ms. Nguyen Thi Yen and 6 households to complain about the construction project of Vinh Loc B Primary School, Vinh Loc B Commune, Binh Chanh District, Ho Chi Minh City.
At the citizen reception, Ms. Yen on behalf of the households presented and said that the government's recovery and coercion of land acquisition of households to implement the project of building Vinh Loc B Primary School, Vinh Loc B commune, Binh Chanh district is not in accordance with the law. Specifically: The project is not approved by the City People's Council, not publicizing the planning map, school construction area.
The People's Committee of Binh Chanh District does not resolve the letter transferred by other agencies, only the written information on the progress of the people's letter resolution, does not provide full legal documents of the Ho Chi Minh City authorities approving the construction project of Vinh Loc B Primary School at the request of the people.
After listening to the opinions of citizens, Vice Chairman of Binh Chanh District People's Committee reported to clarify some of the contents of the project implementation process. At the same time, affirming this is a public investment project and has been approved by the City People's Council.
Next, representatives of the City Department of Natural Resources and Environment, Chief Inspector of the City also clarified some of the contents that people still wonder.
At the meeting, the Head of the Central Citizens Reception Committee Nguyen Hong Diep said that the publicity of legal documents to the people has not been timely, moreover, the leaders of Binh Chanh district have not regularly received citizens, especially households in this project, leading to people to complain to the city and the central level.
Speaking at the citizen reception, Vice Chairman of Ho Chi Minh City People's Committee Duong Ngoc Hai affirmed that this is a public investment project. Therefore, the implementation of the project must comply with the provisions of the Law on Public Investment. Regarding the question of the people, the Vice Chairman of the City People's Committee requested Binh Chanh district to coordinate with the relevant departments and branches to review the legal records and openly let the people know and implement.
Speaking at the conclusion of the citizen reception, Deputy General Inspector of the Government Duong Quoc Huy asked the Ho Chi Minh City People's Committee, on the basis of considering the settlement and application of all the policy regime, the authorities shall consider the definitive settlement of the case according to their competence, ensure the interests of the people in accordance with the law, not to let people complain to the level to central agencies; At the same time, announcing the results of the case resolution to the Government Inspectorate before June 15, 2025.
The Deputy General Inspector of the Government also asked the City People's Committee to direct the relevant departments and branches to study and review the current regulations and policies and policies that can apply more support to people to ensure the needs and legitimate rights of the people.
