Recently, the Government held a conference to review the work of 2024 and deploy the tasks of 2025 of the Government and local authorities.
At this conference, many localities had information about the arrangement and streamlining of the apparatus according to Resolution No. 18-NQ/TW on continuing to innovate and arrange the organization of the political system to be streamlined and operate effectively and efficiently.
Hai Duong Provincial Party Secretary Tran Duc Thang said that the province has summarized and is resolutely implementing Resolution No. 18 of the Central Executive Committee and developing a plan to reorganize and streamline the apparatus. The province will basically complete the reorganization in the first quarter of 2025.
According to research, for each department subject to consolidation and arrangement, the leaders of the Provincial People's Committee have reviewed the functions, tasks, current status, and effectiveness of specialized departments and affiliated units (centers, branches, offices, etc.) to develop a arrangement project.
Hai Duong will dissolve, transfer tasks, and reorganize many specialized departments and units under the departments. At the same time, merge departments and units with similar functions and tasks to concentrate in one unit, not allowing the situation of multiple agencies doing the same job.
Expected arrangement plan for departments, branches, agencies and units under the People's Committee of Hai Duong province:
- Merge the Department of Finance and the Department of Planning and Investment.
- Merge the Department of Construction and the Department of Transport.
- Merge the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.
- Consolidation of Department of Information and Communications and Department of Science and Technology.
- Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs.
- The Department of Health receives the tasks of the Provincial Cadre Health Care and Protection Board to establish the Provincial Cadre Health Care and Protection Center; receives the tasks and personnel to perform the corresponding tasks of state management on social protection; children; prevention and control of social evils, management and use of the Children's Protection Fund according to regulations transferred from the Department of Labor, War Invalids and Social Affairs.
- The Department of Education and Training receives the tasks and personnel to perform the corresponding tasks of state management of vocational education transferred from the Department of Labor, War Invalids and Social Affairs.
Chairman of Tra Vinh Provincial People's Committee Le Van Han said that the locality has been determined in directing the arrangement and streamlining of the organizational apparatus of provincial and district-level agencies, perfecting public service units, and arranging administrative units at the commune level.
At the same time, there is a plan to arrange the organizational structure, payroll, personnel, and a roadmap to arrange the number of redundant civil servants after the merger within 5 years.
Chairman of Kon Tum Provincial People's Committee Le Ngoc Tuan said that, implementing the Central Government's direction, Kon Tum province has resolutely and promptly led the implementation of the organization and streamlining of the apparatus according to Resolution No. 18-NQ/TW.
Up to now, Kon Tum province has basically completed the planned plan in accordance with the Central Government's direction.
The agencies after consolidation are expected to cut at least 30% of the internal unit, the organs are not arranged and consolidated to review and cut at least 15% of the internal unit.
Chairman of Tay Ninh Provincial People's Committee Nguyen Thanh Ngoc said that in 2025, the Party Committee, government and people of Tay Ninh province demonstrated high determination in leadership, direction and administration, setting out specific, synchronous and breakthrough tasks and solutions to strive to achieve the double-digit growth target, including successfully implementing the arrangement of a streamlined and effective apparatus according to the policy in the first quarter of 2025.
