Inheriting the selective experience of organizing local military agencies and provincial Border Guard through historical periods and traditions, in accordance with functions and tasks, completing tasks well in peacetime, being ready to expand forces and completing all tasks well; the adjustment process ensures caution, thoroughness, science, in accordance with the characteristics, functions, tasks, and organizational structure of the Army.

Objectives: Continuing to arrange local military organizations and border guards in accordance with the system, with the viewpoint of the national defense line and people's war. Building local military organizations and provincial Border Guards truly revolutionary, regular, elite, modern, with a reasonable organizational structure, in accordance with the requirements of the task of defending the Fatherland in the new situation; is the core force in building a national defense posture associated with the people's security posture, building the potential of continuous defense areas, firmly protecting the Socialist Republic of Vietnam.
General Secretary To Lam Giao Standing Committee of the Central Military Commission absorbed the conclusions, directing the completion of the Scheme to submit to the Politburo for consideration and decision.
