The Government Office has just issued Notice No. 499/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the meeting with the Policy Advisory Council.
One of the notable contents in the announcement is to strengthen inspection and supervision of the implementation of the 2-level local government model.
Regarding local government at both levels, the Prime Minister requested to focus on studying solutions to relieve work pressure for grassroots levels; enhance the management capacity of cadres; promote digital transformation.
Continue to arrange the staff appropriately; promote patriotism, serve the people, promote innovation, create strong development for each cadre, civil servant, and public employee; promote training for grassroots cadres on what needs to be done immediately.
Quickly decentralize and delegate authority to localities in conjunction with resource allocation; strengthen inspection, supervision and assessment of the implementation of the 2-level local government model; attach importance to and enhance comprehensive capacity for the Public Administration Center.
The Prime Minister also requested to study the reasonable and effective use and exploitation of administrative headquarters of agencies after the arrangement and merger, especially the removal of legal procedures for the use of these headquarters.
The Prime Minister noted that, based on the opinions of some members, the Policy Advisory Council was assigned to preside over the study of the comprehensive and sustainable real estate market development project; the digitalization project, the direction and administration of the Government, the Prime Minister and Deputy Prime Ministers.
Regarding strongly promoting digital transformation, there should be more strong mechanisms and resources to perfect institutions in digital transformation; develop synchronous information technology infrastructure; train and develop digital human resources.
Prioritize digital transformation and application at Public Service Centers; promote "digital education", have solutions to further promote the building of "digital government", "digital society", "digital citizens".
Pay attention to implementing the digitalization of monetary and fiscal policy management to control mobilized cash flow and invest in accordance with the economic development orientation.
Implement the equitization of state-owned enterprises effectively and reasonably, on the basis of rapid and effective narrowing of loss-making and ineffective sectors and fields; preserving and developing state capital.
