According to the requirements of the Ministry of Home Affairs, localities should accelerate the review, arrangement and implementation of autonomy for public non-business units (NPUs), ensuring streamlining focal points, improving operational efficiency, and completing in the third quarter of 2026.
From education, health to culture, science, the network of public non-business units nationwide has been and is undergoing a large-scale arrangement process to streamline the apparatus and increase financial autonomy.

In Hue City, there are currently 719 public non-business units, of which 27 units self-ensure regular expenses or more. The education and training sector leads in number with 544 public non-business units.
Other important sectors with a large number of public service units are healthcare (64 units), agriculture and environment (25 units), culture - sports and tourism (19 units), construction 11 (units), and the rest are units in other economic and non-business sectors.
According to the proposed plan, it is expected that after the arrangement, Hue City will have 460 VNMCLP, a reduction of 259 agencies.
Hue City People's Committee proposed that the Standing Committee of the City Party Committee merge a series of project management boards, thereby reducing 6 directly affiliated units compared to before the arrangement.
In the field of education, it is proposed to arrange and reduce 50% of the number of kindergartens, 50% of the number of primary and secondary schools in a commune or ward.
In the field of health, Hue City plans to establish the Geriatric Hospital - Rehabilitation on the basis of merging the Department of Health Protection of officials into Hue City Rehabilitation Hospital; terminating the operation of Phu Loc Medical Center at Nam Dong facility, merging Thuan Hoa Medical Center and Phu Xuan Medical Center.
In Nghe An, the Provincial People's Committee assigned the People's Committees of communes and wards to continue reviewing and arranging public schools, schools, educational institutions, and medical facilities under their management and send them to specialized departments for departments to summarize and develop plans to send to the Department of Home Affairs.
The Department of Home Affairs shall preside over and coordinate with agencies, units, and localities to summarize and develop plans for arranging VMNCLs in the province according to Resolution No. 105/NQ-CP and advise and submit them to the Provincial People's Committee before May 30, 2026.
In Cao Bang, the arrangement is being implemented for areas including internal affairs, justice, science and technology, agriculture and environment, industry and trade, health, education and training.
For the cultural sector, the province continues to study the plan to arrange public cultural centers.
The proposal to merge the Management Board of Special National Monuments and the Management Board of UNESCO Non Nuoc Cao Bang Global Geopark will be studied more carefully, based on reference to experiences from localities with similar conditions to ensure heritage conservation requirements according to UNESCO standards associated with socio-economic development.
In Can Tho, the Chairman of the City People's Committee requested to continue to review, arrange, consolidate the organization and implement the autonomy mechanism for VNU-CLs under management, ensuring streamlined focal points, effective and efficient operation, suitable to the actual characteristics of each industry, field and locality.
The Director of the Department of Home Affairs will be the focal point for monitoring and guiding the implementation; heads of agencies, units, and localities ensure the completion of the arrangement of CBs in the third quarter of 2026.
