Complete the arrangement of public non-business units in the third quarter of 2026

The Ministry of Home Affairs requests ministries, branches, and localities to accelerate the review and arrangement of public non-business units to be completed in the third quarter of 2026.

The Ministry of Home Affairs has just issued an Official Dispatch to ministries, ministerial-level agencies; People's Committees of provinces and cities directly under the Central Government to perform the task of arranging public non-business units (DVSNCL) according to Resolution No. 105/NQ-CP.

Contents related to the arrangement of CBs to implement Resolution No. 105/NQ-CP of the Government promulgating the Government's Action Program to implement Conclusion No. 210-KL/TW.

Regarding the completion of institutions on the organization and operation of VBSPs, the Ministry of Home Affairs requests ministries managing sectors and fields to focus on implementing institutional completion tasks as assigned by the Government in Resolution No. 105/NQ-CP.

In which, units complete regulations on criteria, operating conditions of VNUs and norms for the number of people working in VNUs, especially for the fields of education and healthcare.

These contents aim to ensure favorable conditions in implementing the arrangement and streamlining of focal points, improving the effectiveness and efficiency of public service units.

Regarding the arrangement of public non-business units under ministries and ministerial-level agencies, the Ministry of Home Affairs proposed to continue reviewing, arranging and implementing autonomy for public non-business units under ministries and ministerial-level agencies; public non-business units under offices and departments under ministries and ministerial-level agencies, ensuring streamlining, effective and efficient operation in accordance with the direction of the Central Government, as required in Official Dispatch No. 59-CV/BCĐ1 and Resolution No. 105/NQ-CP.

In addition, for VMNCLs in localities, this Ministry also proposed to continue reviewing, arranging and implementing autonomy for VMNCLs, schools, educational institutions, and medical facilities under the management scope of provincial and commune-level People's Committees.

This arrangement ensures streamlining, effective and efficient operation, suitable to the specific nature of the industry, field, and characteristics of each level and each industry in the locality.

Regarding VNUs under the Departments: Culture, Sports and Tourism; Culture and Sports; Agriculture and Environment; Home Affairs; Justice, the Provincial People's Committee shall base on the orientation and regulations on the maximum number of VNUs under the Department in Resolution No. 105/NQ-CP and legal regulations on the financial autonomy mechanism of VNUs to decide on the arrangement and reorganization of VNUs under these Departments according to their authority, ensuring compliance with the actual situation.

Ministries, branches, and localities focus on directing the timely organization and implementation, ensuring the full and on-schedule completion of assigned tasks on arranging CBs in Resolution No. 105/NQ-CP. Complete the arrangement in the third quarter of 2026.
