The revolution to arrange and streamline the organizational structure was strongly launched from November 2024 and is being implemented continuously and throughout 2025. In less than 4 months, by March 1, 2025, the entire arrangement of ministries, ministerial-level agencies, government-attached agencies and central agencies has been completed.
At the central level, after arrangement, the whole country still has 14 ministries, 3 ministerial-level agencies (reduction of 5 ministries, ministerial-level agencies, corresponding to a decrease of 22.7%) and 5 government-attached agencies (reduction of 3 agencies, corresponding to a decrease of 37.5%).
In particular, all 13/13 general departments and equivalent organizations were removed; 509 departments and equivalent organizations were streamlined (down 76.2%); 231 cases and equivalent organizations decreased (60.2%); 3,377 sub-departments and equivalent sub-departments were cut (93.8%). The number of public non-business units in the organizational structure of ministries and sectors decreased by 82/224 units, equivalent to 36.6%.
From July 1, 2025, the whole country will simultaneously operate a 2-level local government apparatus (no longer district level) in 34 provinces and cities. The revolution of "rearranging the country" expands a new development space, gradually shifting from a management model to serving, creating and for the people.

Thoroughly reduce unreasonable intermediate stages. We have resolutely eliminated intermediate levels that have existed for many years.
Next, the political system apparatus was organized scientifically, streamlined, effective, and efficient. This revolution not only took place in the Government but covered the entire political system, from the Party, National Assembly, armed forces to the Fatherland Front.
At the same time, sharply reduce staff associated with improving the quality of the team. This is the goal we have strived for over many terms, but the progress is still slow, and now breakthrough results have been achieved. Through this arrangement, the entire system from the Central to local levels has reduced about 145,000 staff.
Conclusion No. 228-KL/TW of the Politburo and the Secretariat recently issued has directly looked at the reality of the operation of the political system and local government at 2 levels, clearly stating the achieved results, incomplete tasks and tasks to be done immediately.
The overarching spirit is to make the apparatus more streamlined, stronger, and more efficient; power goes hand in hand with responsibility; decentralization must be linked to implementation conditions.
The Central Government has urgently requested to focus on removing confusions and difficulties in decentralization and delegation of power from the reality in localities, agencies, and units, especially commune-level governments.
It is necessary to arrange, arrange, and handle headquarters and public assets to avoid loss, waste, or problems with administrative procedures, human resources, finance, and digital transformation. Continue to improve the qualifications and management and operational capacity of grassroots officials, especially in the fields of finance, land, planning, and information technology.
At the conference summarizing the work in 2025 and deploying the directions and tasks for 2026 of the Government Party Committee, Prime Minister Pham Minh Chinh said that in 2026, the Government Party Committee will focus on leading and directing a number of tasks and solutions, including continuing to implement the arrangement and streamlining of the organizational structure at the Central and local levels.
